Overview

Duties include developing or assisting in the development of bid and Request for Proposal (RFP) specifications and evaluating responses; posting, distributing and advertising bid opportunities; coordinating and leading pre-bid conferences with vendors and City personnel; assisting with bid evaluation by checking references and clarifying vendor responses; preparing and processing signed contracts and resolutions on bid-related items such as awards, cancellations, and change orders; and reviewing and approving purchase orders for equipment, supplies and services. Duties also include conducting purchasing training and providing online purchasing system technical support for City personnel; designing and developing spreadsheets and databases to track and analyze relevant information; answering inquiries from internal and external auditors; providing lead level assistance and guidance to other Purchasing Agents; and performing duties of Purchasing Manager when s/he is out of the office. Duties will require ability to adhere to strict deadlines working in a fast-paced, multi-task environment. Qualifications

A Bachelor’s degree, or equivalent, in purchasing, public administration, business or a related field; and two years of experience in the administration of purchasing or bid preparation / evaluation and one year of lead experience required. Must have thorough knowledge of municipal purchasing laws and procedures and working knowledge of Microsoft Word, Excel, Access and PowerPoint. A résumé must be submitted with application.
