Summary
The Employee and Labor Relations Specialist will serve as the primary point of contact for administration of collective bargaining agreement(s). The Specialist will assist with labor relations and human resources matters, gathering, collecting, maintaining documents and records for contract and policy development, and negotiations. Under supervision, the Specialist will advise and counsel management and front‑line staff about a broad range of employee and labor relations matters. The specialist will prepare for and hear grievances; conduct "meet and discuss" sessions and provide training.
The Specialist will serve as a subject matter expert in matters of employment policy application, applicable collective bargaining agreements, employee performance assessment and improvement and compliance with CBA related requirements. They will provide guidance and coaching to both staff and managers in day‑to‑day Human Resources matters and will actively seek resolution to problems. They will serve as a labor liaison to other extended HR services for the assigned client areas, as needed. This may include benefits, disability management, compensation, retirement, etc. The Specialist will report complex or sensitive issues to Senior Director of Employee and Labor Relations for review and assistance. This position will work closely with Human Resources across all entities and requires travel between decentralized sites, as needed.
Responsibilities
Handles routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to appropriate management staff.
In collaboration with Sr. Director, Labor Relations, collects information and data to assess policy implications of negotiations and disputes. This may include union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances.
Serves as the initial contact and liaison for intake and assessment of employee complaints that arise under the CBA.
Assists with preparation of documents and records required for contract negotiations, meetings, and negotiations with employee and labor organizations.
Responds to information requests from the Union and grievances from the Union in writing.
Conducts interviews and gathers information for employee relations matters such as harassment allegations, work complaints, or other concerns; informs appropriate HR staff when additional investigation is required.
Will work with frontline and leadership staff in a variety of work environments.
Education or Equivalent Experience
Bachelor's degree is required.
Education Specialization: Human Resources, Labor Relations, or equivalent
3+ years Professional experience performing labor relations functions, which have included: progressive responsibility with dispute resolution programs and collective bargaining agreements, grievance handling and investigations, is required.
Master's degree is preferred.
