Outcomes:
The Proposal Writer is expected to achieve the following outcomes:
• Submit $200 million worth of proposals to diversify and help grow Gemini's business base.
• Establish an in-depth understanding of Gemini's experience base and new customers and services targeted by each of Gemini's Divisions.
Responsibilities:
The Proposal Writer provides direct support to the Vice President of Business Development in writing proposals to help grow and diversify Gemini's business base. The successful candidate employs their deep understanding of government RFP requirements to clearly, compliantly, and concisely prepare proposal responses that incorporate Gemini's strengths, differentiators, and competitive advantages.
Specific responsibilities include but are not limited to:
• Writing federal government proposal content including technical narratives, management plans, past performance, and resumes for mostly Defense, Homeland Security, and Federal civilian agencies.
• Analyzing federal RFPs, RFIs, and RFQs to extract requirements, evaluation criteria, and compliance needs.
• Creating and maintaining compliant proposal outlines and/or compliance matrices aligned with solicitation requirements.
• Collaborating with SMEs, capture managers, and project teams to gather technical, operational, and programmatic information. This may involve interviewing contributors to develop high-quality proposal content and rewriting, editing, and synthesizing SME/team member input into clear, persuasive, and compliant proposal sections.
• Completing assigned proposal sections on time with few rewrites.
• Editing/proofreading developed sections.
• Creating graphics, such as organization and flow charts to enhance the proposal.
• Participating in color team reviews (Pink, Red, Gold) and incorporating/consolidating feedback.
• Ensuring proposals meet all federal formatting, submission, and compliance requirements including page limits, font rules, and section structures.
• Managing proposal schedules and deadlines to ensure timely delivery.
Qualifications:
The candidate must have the following qualifications:
• Minimum of 10 years of relevant (or comparable) experience.
• Experience writing proposals for professional services efforts valued between $250,000 and $100 million.
• Demonstrated writing capability and willingness to share a writing sample.
• Proven ability to conceptualize and write customer-focused proposal narrative and oral presentation slides.
• Understanding of Federal Acquisition Regulations (FAR) and Federal Acquisition Life Cycle.
• Working knowledge of Microsoft Office business applications, Adobe Acrobat Suite, and SharePoint.
• Extraordinary attention to detail.
• Excellent oral and written communication/interpersonal skills.
The following are highly desired:
• Experience with the Shipley Proposal Process or other industry-relevant capture and proposal methodologies.
• Working knowledge of GovWin, GovTribe, or similar market intelligence/capture management software tool(s).
• Familiarity with CRM tools such as Unanet.
Travel: Occasional travel may be required.
