The Apartment Resident Manager
is responsible for overseeing the daily operations of Bonnie Brea Apartments, a 53-unit affordable housing community, and The Paseo at Californian, a 53-unit affordable family community located on the historic site of The Hotel Californian. Both properties are located in the Westlake District. This role ensures efficient property operations, regulatory compliance, and a positive living environment for residents. The Apartment Resident Manager plays a key role in leasing and occupancy management, maintaining compliance with LIHTC affordable housing regulations, and upholding high property standards. This position emphasizes strong customer service, effective communication, and collaboration with maintenance and support teams to deliver safe, well-maintained, and welcoming communities for residents. This position includes an on-site two-bedroom apartment for the Manager. Duties and Responsibilities Property Management Supervise and manage day-to-day operations, ensuring the property is well-maintained, safe, and welcoming. Coordinate maintenance and repair activities with the maintenance team and external contractors to ensure timely resolution of work orders. Conduct routine property inspections to uphold cleanliness, safety, and compliance with local and federal regulations. Oversee unit turnovers, preparing apartments for new residents efficiently. Enforce community rules and policies to create a peaceful and supportive environment. Leasing and Resident Relations Serve as the primary point of contact for prospective residents, providing detailed information on available units, lease terms, and community amenities. Lead the leasing-up process for this new building, conducting property tours, screening applications, and assisting with lease execution in compliance with LIHTC guidelines. Facilitate move-in and move-out processes, conducting inspections and preparing all required documentation. Address resident inquiries and complaints professionally and promptly, resolving conflicts and fostering positive relationships. Promote resident retention through engagement, communication, and community-building activities. Compliance and Record Keeping Ensure full compliance with LIHTC and other affordable housing program requirements, including income verification, annual recertifications, and occupancy standards. Prepare property for all audits and inspections, including MOR, REAC, regulatory agency and investors. Maintain accurate, audit-ready resident files and property records. Stay informed of changes in affordable housing regulations to ensure ongoing compliance. Assist with regulatory audits and inspections by providing necessary documentation and reports. Assist with rent collection and manage delinquencies in accordance with affordable housing guidelines. Support the Regional Property Manager in managing the property’s operating budget and controlling expenses. Assist in preparing financial reports and occupancy reports for RHF and regulatory agencies. Process property invoices accurately and on time. Staff Supervision Manage on-site staff, including scheduling and task delegation. Conduct annual performance evaluations and provide ongoing coaching and support. Qualifications Education and Experience High school diploma or equivalent required; related experience in property management or business administration preferred. Minimum of 4-6 years of experience in property management, preferably in LIHTC and affordable housing or senior living. Experience with LIHTC and other affordable housing programs is strongly preferred. Familiarity with property management software (e.g., Yardi, RealPage) is a plus. Skills and Abilities Strong organizational and multitasking skills, with the ability to manage multiple priorities. Excellent verbal and written communication skills. Strong problem-solving abilities and professionalism in addressing resident concerns. Proficient in Microsoft Office Suite (Word, Excel, Outlook) and property management software. Ability to work independently and collaboratively, with strong leadership skills. Other Requirements This position requires the selected candidate to reside on-site as part of their role. Flexible schedule, including occasional evenings and weekends. Must pass all pre-employment screening requirements, including reference verification. Physical Demands and Work Environment Work involves walking, standing, and occasional lifting during property inspections or unit turnovers. Ability to sit or stand for extended periods and operate office equipment. Work environment combines office and on-site tasks, with occasional exposure to outdoor elements. Compensation Actual base salary considers several factors including but not limited to geography, job-related knowledge, experience, and budget. The start of the salary range is typically associated with the minimum experience required. The role is considered non-exempt and may be eligible for overtime pay in accordance with federal and state law. The anticipated base pay range for the position is $35.00-$37.00 per hour.
