Responsibilities
Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position supervises the work of others. Travel to other work locations may be required. Performs other duties as assigned.
Essential Job Functions (EJFs): Grant/Contract Oversight & Lifecycle Management — Manages and develops staff in contract management; develops techniques for evaluating grant and contract activities; establishes goals and objectives; develops policy, procedures, and guidelines for grant and contract management; oversees planning and development of procurement and monitoring plans; ensures compliance with HHSC policies.
Communication & Stakeholder Engagement — Maintains proactive communication with internal and external stakeholders; conveys complex contract information; represents WIC in planning sessions; leads development of training for grantees and contractors.
Contract Record Management & Compliance — Maintains contract records in SCOR and CAPPS Financial; conducts thorough reviews of contract documentation; develops record keeping and oversight procedures for WIC.
Administrative and Other Purchases — Oversees timely purchases for the WIC program; manages purchase requests and corresponding POs/Works Orders.
Legislative and Strategic Planning — Supports bill analysis; aligns WIC strategic planning with identified goals; coordinates cross-area initiatives within WIC.
Audit Coordination — Coordinates responses to contract-related internal audits and single audits; may lead management evaluations by federal funders.
Knowledge, Skills And Abilities (KSAs)
Knowledge of State procurement and contract laws including the State of Texas Procurement and Contract Guide.
Knowledge of program planning and implementation.
Knowledge of acceptable communication standards, tools, and methods.
Knowledge of local, state and federal statutes and regulations relating to federal grant programs.
Skill in developing contracts, problem resolution, and use of MS Word and Excel.
Skill in developing procedures, templates and processes.
Skill in providing customer service excellence.
Skill in communication, both written and verbal, including public speaking.
Skill in strategic planning, financial and contract management, and project management.
Ability to interpret technical reports, data trends, and contract language.
Ability to interpret statutes, state and federal rules and regulations; develop solutions to problems.
Ability to direct, assign, and evaluate the work of contract staff; establish effective working relationships with individuals at all levels of an organization.
Registrations, Licensure Requirements Or Certifications
Requires current or within 6 months of hire specialized certification as a Certified Texas Contract Manager (CTCM).
Initial Screening Criteria
Three years of experience in Grant Contract Management is required.
Three years of experience training and providing technical assistance to grantees/subreceipents is required.
One year of experience management/oversight of requisition entry.
Two years of experience managing staff
Graduation from an accredited four-year college or university with major coursework in government, business/public administration, or a related field is generally preferred.
Additional Information
Experience with bill analysis is preferred.
