JOB SUMMARY: Responsible for managing and supporting the closeout phase of FEMA Public Assistance grants for state, local, tribal, and territorial (SLTT) applicants. This role ensures projects are properly completed, documented, and closed in compliance with FEMA regulations, policies, and audit requirements.
The ideal candidate has strong knowledge of FEMA PA closeout procedures, documentation standards, and compliance requirements and can work independently while coordinating with applicants, state agencies, and FEMA staff.
ESSENTIAL DUTIES/RESPONSIBILITIES

Manage FEMA PA project closeout activities in accordance with the Stafford Act, 44 CFR, and FEMA PA policy guidance
Review completed projects to ensure scopes of work were fulfilled and costs are eligible, reasonable, and properly documented
Verify compliance with EHP, insurance, procurement, labor (Davis-Bacon), force account, and cost documentation requirements
Reconcile obligated, expended, and claimed costs and support final payment requests
Coordinate resolution of outstanding compliance issues, deobligations, or scope changes prior to closeout
Support audits, monitoring reviews, and appeals related to PA projects
Prepare and review closeout packages, summaries, and supporting documentation
Track project completion deadlines and closeout milestones
Communicate directly with applicants, state agencies, and FEMA staff to facilitate timely closeout
Provide technical assistance and guidance to applicants on closeout requirements and documentation standards
POSITION REQUIREMENTS

Bachelor’s degree in Emergency Management, Accounting, Finance, Public Administration, Construction Management, or a related field
3+ years of FEMA Public Assistance experience, with a focus on closeout, compliance, or grants management
Strong working knowledge of 2 CFR, 44 CFR, FEMA PA policies, and closeout procedures
Experience reviewing cost documentation, force account records, and procurement files
Familiarity with FEMA PA systems (e.g., Grants Portal / FEMA systems)
Strong analytical, organizational, and documentation review skills
Excellent written and verbal communication skills
PREFERRED QUALIFICATIONS

5+ years of FEMA PA experience with direct closeout responsibility
FEMA training and certifications (e.g., EEMI PA Closeout, G270, G318)
Experience supporting OIG audits, Single Audits, or state monitoring reviews
Professional certifications such as CEM, PMP, CPA, or CGFM
Experience working for FEMA, a state emergency management agency, or a disaster recovery consulting firm
