Pacific Forum International (PFI), a 501(c)(3) non-profit policy research institute based in Honolulu, Hawaiʻi, is seeking an experienced Director of Finance (DOF) to lead the organization’s financial and human resources operations.

Reporting directly to the President & CEO, the Director of Finance will oversee finance, planning and budgeting, contracts, and human resources, while ensuring compliance with federal regulations and supporting grant development and execution.

Key Responsibilities

  • Guide financial decision-making in collaboration with the President/CEO
  • Establish, monitor, and enforce financial policies, procedures, and internal controls
  • Ensure compliance with Uniform Guidance (2 CFR 200) and all federal, state, and local regulations
  • Manage monthly billing, invoicing, and grant financial reporting
  • Coordinate and support external audits
  • Oversee cash management, forecasting, and investment activities in line with organizational policies
  • Provide financial reporting and analysis to the Board of Directors
  • Prepare and present accurate monthly and annual financial statements
  • Lead the annual budgeting and planning process
  • Oversee grant, contract, and program accounting
  • Manage the development and negotiation of the Negotiated Indirect Cost Rate Agreement (NICRA)
  • Implement and maintain robust financial and grant management systems

Human Resources

  • Oversee human resources and administrative functions
  • Manage payroll processing using Harvest time reporting software and coordinate with outsourced HR providers
  • Ensure streamlined and consistent recruiting processes
  • Enhance professional development, compensation, and benefits
  • Establish and manage staff training programs on policies, tools, and procedures

Qualifications

  • Bachelor’s degree required (MBA, CPA, or related degree preferred)
  • 5+ years of professional experience (6+ years of financial management experience preferred)
  • Proficiency with QuickBooks Online and Microsoft Office
  • Familiarity with Uniform Guidance (2 CFR 200) and federal grants management
  • Experience overseeing financial reporting, audits, and human resources
  • Strong ability to communicate financial concepts to non-financial stakeholders
  • Excellent relationship‑building, organizational, and problem‑solving skills
  • Ability to manage multiple priorities in a fast‑paced environment
  • Demonstrated integrity, cultural competency, and commitment to PFI’s mission

Work Schedule

  • Full‑time, in‑person role
  • Monday–Friday, 9:00 AM–5:00 PM
  • Occasional evenings or weekends as required
  • Salary range: $90,000–$120,000 , depending on experience
  • 401(k) Retirement Plan
