We're Hiring a Contract Specialist! Join our growing Procurement and Contracts Department where initiative, collaboration, and efficiency are key. Our small team manages a high volume of activity - completing over 100 contracts, 800 purchase orders, and 15 formal solicitations last year alone. We're seeking an individual with strong analytical skills, sound judgment, and the ability to navigate complex, concurrent workloads with confidence. Under the direction of the Procurement and Contracts Supervisor, the Contracts Specialist works within the Procurement and Contracts Department and with other San Joaquin Regional Rail Commission (SJRRC) staff to ensure Agency procurements and contracts are in accordance with established guidelines and SJRRC’s adopted Procurement Manual. The Contracts Specialist is expected to work independently and is assigned categories and/or contracts of more complexity and is responsible for drafting/composing and issuing bids, preparing contracts and/or purchase orders, and award documentation irrespective of dollar amount expended. Contracts Specialist performs a variety of tasks required for conducting and administering contract activities to provide or obtain goods and services. Tasks are sometimes confidential or complex in nature and must be performed in a manner that ensures the efficient and proper expenditure of public funds. Responsibilities
Conducts the administration of contract activities, including ensuring the timely delivery of services related to negotiations, development, and execution of complex contracts, Memorandums of Understanding (MOU), funding agreements, revenue agreements, and other transactional documents. Develops, reviews, critiques, approves, and executes contracts in accordance with all applicable local, state and federal laws, ordinances, rules and regulations, and SJRRC policies/procedures. This includes in-depth reviews and corrections of all contract documents including, but not limited to, contracts, contract justification, audit determination, scope of work, performance measures, and detailed contract budgets. Prepares and administers engineering, construction and equipment‐procurement contracts, services, lease and maintenance agreements, work directives, and task orders; coordinates the award and execution of contracts/agreements, non‐competitive procurements and emergency contracts/procurements; plans and coordinates procurement activities within the scope of contracting responsibilities; prepares and edits work products for completeness and accuracy. Ensures that all required contract reviews and approvals are in place prior to contract execution. Ensures that contracts are executed in a timely manner to meet deadlines. Performs contract management duties during the term of the contract to ensure compliance. Ensures compliance with federal, state, and local laws and regulations as well as various funding agency requirements. Required to learn, follow, train and guide others in federal, state and City level laws, best practices, and guidelines, as applicable. Adheres to all applicable SJRRC, rules and regulations, department policies, and standard operating procedures. Provides support with purchasing, requests for proposals (RFPs), Invitation for Bid (IFB) documents and cost estimates. Works in collaboration with legal counsel and/or other stakeholders. Supports the development of goals, objectives, procedures, and work standards; evaluates, revises, and implements work methods; develops work programs. Supports the department with and/or performs the more difficult or unusually complex assignments. Interacts with the public, consultants, and SJRRC internal department end-users to resolve complex issues with contracts and other transactional documents. Provides information and technical assistance to SJRRC staff and other stakeholders. Assists in audit-related contractual matters. Assists in budget preparation. Responsible for the compliance of Disadvantaged Business Enterprises (DBE), California Prevailing Wage, Davis Bacon, and other labor compliance-specific guidelines. Maintains records and other documentation in relation to contracts. Makes recommendations for changes and improvements to existing standards and procedures as necessary. Conducts training, educates, and works with staff to ensure all applicable SJRRC, City, State, and Federal laws, ordinances, rules and regulations, department policies, and standard operating procedures in relation to contracts. Establishes effective working relationships with consultants and provide timely reviews of contract documents. Provides technical advice and assistance to colleagues and/or consultants and participate in confidential meetings with contractors and evaluations of technical submittals. Provides advice, assistance, and recommendations to the Procurement and Contracts Supervisor and other upper-level management on the establishment and implementation of new and innovative contracting policies, procedures, guidelines, and practices. Prepares and presents a variety of reports, oral and written presentations, and board materials. Presents information, proposals, and/or recommendations clearly, logically, and persuasively, including at public meetings. Attend job-related workshops and training as required. Performs other duties as assigned or required.
