The purpose of this position is to plan, direct, organize, implement, and review the activities of the Development Services Department, including Planning and Zoning, Building Inspection and Code Enforcement, and the Municipal Airport. Additionally, this position oversees departmental grant writing and serves on multiple advisory committees including but not limited to Planning and Zoning, Events, and Airport.
SUPERVISION RECEIVED AND EXERCISED
Reports to the City Manager. Exercises supervision over all full and part-time department staff in the Development Services Department, Information Technology, and Municipal Airport.

- Lead, coordinate, and provide technical guidance for planning, zoning, building inspections, subdivision regulations, code enforcement activities, and Municipal Airport programs and activities.
- Direct grant acquisition, compliance reporting, and financial oversight for departmental programs and municipal infrastructure projects.
- Manage the City’s GIS systems, map production, and spatial data management to support planning and infrastructure decisions.
- Serve as a liaison to boards, commissions, landowners, regional agencies, and the public; advise on development, zoning, and code matters. Boards served on but not limited to the Historic Preservation Commission, and Airport Industrial Development Board, and other boards and commissions as needed.
- Serves as the City’s representative to the Harry S. Truman Council of Governments and the associated Regional Transportation Advisory Committee and Comprehensive Economic Development Strategy Committee.
- Attends city council meetings and prepares reports and agenda items for supervised departments as directed by the City Manager.
- Oversee budgeting, policy development, departmental procedures, and operational administration.
- In cooperation with Public Works Director, oversee development, implementation, and evaluation of activities and programs required by the City’s Municipal Separate Storm Sewer (MS4) general permit, and all associated regulatory measures and reporting requirements.
- Provides recommendations for amendments to various elements of the City’s Comprehensive Plan and Municipal Code.
- Prepares, solicits, and evaluates Requests for Proposals (RFPs) and Requests for Qualifications (RFQs) for directly supervised departments and other City departments as requested by City Manager.
- Creates, maintains, and administers departmental procedures and policies.
- Direct hiring, supervision, performance evaluations, and ongoing staff development.
- Attend management meetings and mandatory training.
- Performs other duties as assigned.
QUALIFICATIONS
Knowledge of:
- Principles and practices of planning, subdivision law, and annexation law.
- Pertinent state and federal laws and regulations pertaining to building codes and inspection, code enforcement, environmental matters, development, zoning, and land use.
- Budget development and administration.
- Grant acquisition and administration procedures.
- Local government and city departments.
- Maps and Geographic Information Systems, hardware, and software.
- MS Office applications.
Ability to:
- Interpret planning, zoning, building and code enforcement regulations to the general public.
- Plan, prioritize, and direct varied activities of multiple departments.
- Prepare and administer departmental budgets.
- Evaluate, train, supervise, and motivate personnel; monitor employee performance objectives; prepare employee performance reviews; and follow up on employee goals and training.
- Develop and administer sound departmental policies and procedures.
- Work independently, with little or no supervision.
- Establish and maintain effective working relationships within the City and the community.
- Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Communicate effectively both verbally and in writing.
EDUCATION AND/OR EXPERIENCE
A bachelor’s degree from an accredited college or university is preferred, ideally with coursework in planning, public or business administration, or a related field. Candidates should demonstrate relevant experience in municipal planning, community development, management, or an equivalent combination of education and experience appropriate to the position.
WORK ENVIRONMENT
Work is performed primarily in an office setting with some travel from department to department and to worksites.
TRAINING
Continually participate in additional training related to job as requested by supervisor.
MISCELLANEOUS REQUIREMENTS
- Must have a valid Driver’s License.
- Will be subject to background investigation.
- Candidates are required to pass both a pre-employment physical exam and substance abuse screening.
- Will be subject to random substance abuse testing.
