RQ0018019**Job Description**In this role you will lead the execution excellence and methodology governance of enterprise initiatives, ensuring programs and projects are delivered with consistent standards, agility, and measurable impact. You will also own enterprise delivery methodology and governance frameworks while directing domain leaders to drive strategic alignment, operational readiness, and delivery excellence across the enterprise portfolio.
You will lead large, complex delivery portfolios—often exceeding $100M—while shaping the standards, culture, and operating models that enable consistent, high‑quality execution across the enterprise. The ideal candidate brings a proven ability to transform project teams into high‑performing delivery organizations, create meaningful portfolio health frameworks, and drive continuous improvement that accelerates speed to value. Success in this role requires strong partnerships with product, architecture, portfolio, and business leaders to ensure initiatives are well‑formed before execution, along with the executive presence to communicate risks, trade‑offs, and performance insights in a clear, data‑driven manner.**What You Will Do*** Provide strategic oversight for enterprise-wide project execution, ensuring alignment with organizational goals and delivery excellence.* Own and continuously refine delivery methodologies, designing robust governance frameworks that support effective project management and execution.* Lead the implementation and governance of RAID (Risks, Assumptions, Issues, Dependencies) processes and Enterprise Risk Management (ERM) to proactively identify and mitigate risks.* Champion agile transformation initiatives and drive innovation in delivery practices to enhance responsiveness and adaptability across teams.* Optimize resource allocation and manage capacity to maximize productivity and support sustainable growth.* Establish and monitor key delivery performance metrics to ensure projects meet or exceed quality, time, and budget expectations.* Develop, implement, and evolve organizational standards, ensuring compliance through ongoing monitoring and fostering continuous improvement in methodologies.**What You Bring*** Bachelor's degree or advanced degree (where required)* 10+ years of experience in related field* In lieu of degree, 12+ years of experience in related field* Proven ability to lead large, complex portfolios (>$100M) of initiatives across multiple business units and domains with accountability for end-to-end delivery outcomes—not just project oversight.* Experience transforming traditional project management teams into high-performing delivery organizations that operate across agile, waterfall, and hybrid models.* Demonstrated success building delivery health frameworks, including integrated status, risk, dependency, and performance visibility across portfolios.* Ability to establish and operationalize enterprise delivery standards, playbooks, and coaching models that improve consistency without slowing teams down.* Strong track record of partnering with portfolio, architecture, product, and business leaders to ensure initiatives are well-shaped before execution begins, reducing rework and delivery risk.* Proven capability to identify delivery friction points and implement continuous improvement mechanisms that increase speed to value.* Experience developing delivery KPIs and performance dashboards that move beyond schedule tracking to measure value, outcomes, and health.* Skilled at building a culture of accountability, ownership, and high performance across delivery teams and leaders.* Experience with capacity planning, workforce planning, and resource optimization across large delivery organizations.* Strong executive presence with ability to communicate delivery health, risks, and trade-offs to senior leadership in a clear, data-driven manner.**Salary Range**At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets,
licensure and certifications and other business and organizational needs.
