Job Description The Director of Information Technology provides leadership and oversight for Sublette County’s information technology operations, cybersecurity, and enterprise systems. This role is responsible for planning, directing, and managing IT services and initiatives to support County operations, ensure regulatory compliance, and align technology with organizational goals.
The IT Director works closely with County leadership, departments, and vendors to deliver secure, reliable, and cost-effective technology solutions. In a small-team environment, the position requires hands‑on involvement, strong technical judgment, and the ability to manage projects, priorities, and day‑to‑day IT operations.
Required Education and Experience
Bachelor’s degree from an accredited college or university in Computer Science or a related field
Five (5) to seven (7) years of progressively responsible experience in information technology
Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
Required Licenses or Certifications (Preferred)
CompTIA A+, Network+, Security+
Microsoft Certified: Modern Desktop Administrator Associate (MD-100/MD-101)
ITIL, CISSP, CISM, PMP, or comparable certifications
Strategic Leadership, Governance & Standards Alignment
Develop and execute IT strategies, roadmaps, policies, and standards aligned with County goals, risk tolerance, and operational capacity
Establish and maintain IT and cybersecurity governance practices aligned with NIST guidance, CJIS Security Policy, and applicable federal, state, and local requirements
Apply Zero Trust principles (e.g., least privilege, strong identity, continuous verification) in enterprise architecture and security decision‑making
Lead the continuous improvement of the organization’s enterprise maturity, applying structured improvement models and best practices, including Capability Maturity Model Integration (CMMI) concepts and the NIST Zero Trust Maturity Model (ZTMM)
Recommend, implement, and administer County IT policies, procedures, and standards
Provide clear, timely communication to the Board of County Commissioners and County leadership regarding IT activities, risks, incidents, projects, and outcomes
Technical Leadership & Enterprise Cybersecurity Understanding
Serve as a subject matter expert in at least one primary IT discipline: infrastructure, operations, cybersecurity, cloud, or enterprise platforms
Maintain a working, enterprise‑level understanding of cybersecurity architecture, including identity, endpoint, network, and platform security
Demonstrate applied understanding of core enterprise components, including:
Directory services and identity platforms (e.g., Active Directory, IAM/IdP)
Endpoint management and security (e.g., SCCM or equivalent, EDR/MDM)
Privileged access and access control models
Virtual compute environments, configuration management, and system hardening
Security logging, monitoring, and incident response workflows
Take ownership of technical and security issues from identification through resolution, coordinating vendors and partners as required
Monitor emerging technologies and evaluate, recommend, and implement solutions that improve reliability, security, and service delivery
Lead IT project and portfolio management activities, including intake, prioritization, planning, execution, and post‑implementation review
Manage IT projects to ensure quality outcomes, regulatory compliance, and timely completion
Balance project delivery with ongoing operational and user support responsibilities in a resource‑constrained environment
Scale project management rigor appropriately based on project size, complexity, and risk
Communicate project status, dependencies, risks, and outcomes clearly to stakeholders and leadership
Stakeholder Collaboration & Service Delivery
Work cooperatively with County departments, administrators, and boards to identify technological needs and develop short‑ and long‑term solutions
Collaborate with stakeholders across all phases of the project lifecycle, from requirements gathering through implementation, support, and continuous improvement
Serve as the primary point of contact for IT initiatives, incidents, and service requests
Apply ITIL / IT Service Management (ITSM) principles to ensure reliable, predictable, and well‑communicated IT services
Develop and administer the annual IT operating and capital budgets
Monitor expenditures, service requests, and financial reports to ensure fiscal accountability
Lead vendor selection, contract negotiation, bid specifications, and purchasing processes for hardware, software, and
Ensure third‑party providers meet service level, security, and compliance expectations
Operational Oversight & Team Leadership
Oversee day‑to‑day IT operations, including data processing, telecommunications networks, applications, and user support
Supervise assigned personnel, including assigning and reviewing work, providing guidance, conducting performance evaluations, and enforcing information security practices
Foster a culture of ownership, accountability, collaboration, and continuous improvement within the IT function
Performs related duties as required
Knowledge and Skills Knowledge of:
IT governance, budgeting, project management, and employee supervision
Telecommunications systems, data processing, and enterprise IT operations
Applicable federal, state, and local laws, codes, and regulations
Record keeping, reporting, and documentation practices
