Overview We are seeking a highly skilled and experienced Senior Proposal Specialist to join our team. The ideal candidate will possess a strong background in proposal development, with a particular focus on the public sector. This role is responsible for leading the creation of compelling, compliant, and competitive proposals that meet the requirements of various opportunities.

What You Will Do

Lead and oversee the entire proposal process from receipt of the opportunity through to final submission, ensuring all requirements and deadlines are met.

Lead the development of original proposal content and revise existing material to align with opportunity requirements and provide clear differentiators.

Demonstrate excellent project management, writing, and communication skills while working collaboratively with cross-functional teams.

Maintain and update a comprehensive library of past performance case studies, service team resumes, and information related to teaming partner relationships, including capabilities statements and resumes. Play a key role in the development and management of proposals for various consulting services for federal, state, local, and tribal government entities, including public higher education and public healthcare opportunities.

Lead end-to-end proposal development, managing all projects efficiently and ensuring delivery within set deadlines by establishing and monitoring workflow for multiple concurrent projects.

Collaborate with subject matter experts, business development professionals, and technical teams to gather and synthesize vital information for each proposal, producing high-quality, accurate, and competitive submissions.

Write, edit, and format proposal content, utilizing critical thinking to integrate strategic approaches, address practical challenges, and manage diverse variables and input sources.

Use AI-enabled tools (such as content generation, compliance review, and document structuring tools) to enhance efficiency, strengthen strategic positioning, and ensure high-quality deliverables.

Conduct thorough reviews of proposal documents, ensuring accuracy, consistency, and alignment with firm brand and style guidelines and client requirements.

Deliver exceptional client service to primary proposal contacts, providing a seamless and professional experience throughout the proposal process.

Participate in post-submission debriefs and incorporate feedback to continuously improve proposal quality.

For non-awards, request evaluations or scoring sheets and awarded proposals through prospect contacts or by preparing FOIA requests, and conduct debrief meetings with prospects and/or primary proposal contacts.

Assist in maintaining a repository of proposal templates, boilerplate content, past performance, and best practices to support future submissions.

Stay informed about industry trends, government procurement processes, and competitor activities.

Review assigned procurement sites to identify and pursue relevant opportunities.

Track and report progress toward annual goals, using performance metrics to measure success and pinpoint areas for improvement.

Assist with other special projects as determined by team leadership, contributing to the ongoing growth of the proposal function.

Minimum Qualifications

Bachelor's Degree in Journalism, Communications, English, Marketing, or related field.

Minimum of 3 years' experience in proposal writing; government or public sector environment a plus.

A proven track record of successfully managing and winning complex proposals.

Strong project management skills, with the ability to manage multiple proposals simultaneously.

Excellent writing, editing, and proofreading skills.

Proficiency in Microsoft Office Suite, editing in Adobe, and proposal management software.

Strong interpersonal and communication skills, with the ability to work effectively with diverse teams.

Detail-oriented, organized, and able to work under tight deadlines.

Preferred Qualifications

Experience with QuorusDocs proposal software.

APMP, Shipley, or equivalent training/experience.

Experience with federal, state, local and tribal government proposals.

Knowledge of industry-specific regulations and standards.
