Head of Digital Health Consulting (Clinical Development)

Gaithersburg, Maryland (Hybrid – 3 days onsite) Salary:
$230,000 base + bonus/benefits TechNET IT Recruitment has partnered with a global biopharmaceutical organisation (10,000+ employees) to hire a Head of Digital Health Consulting (Clinical Development) to support enterprise-level transformation across Pharma R&D and Clinical Development. This is a senior leadership role combining strategy consulting, digital solution design, and delivery ownership, helping R&D teams evaluate and implement digital health capabilities that improve trial execution and patient outcomes. The Role
You’ll act as a trusted advisor to senior stakeholders across Clinical Development, Clinical Operations and Medical, leading end-to-end digital health initiatives including evaluation, business case creation, vendor selection, implementation, and value tracking. Key Responsibilities
Partner with R&D leaders to shape digital strategies, operating models and roadmaps Define digital health problem statements and solution options across the trial lifecycle Lead selection and implementation of tools such as ePRO/eCOA, wearables/sensors, digital biomarkers, patient engagement platforms, and remote monitoring Build robust business cases including benefits, cost models, risks and scenarios Track and report measurable outcomes (cycle time reduction, retention, site burden, cost avoidance, data quality) Support protocol development where digital tools inform endpoints, assessments and data flows Drive protocol feasibility and execution through AI-enabled optimisation approaches Own engagement-level financials including pricing, margin, forecasting and utilisation Lead and develop a high-performing team of digital health consultants 8–12+ years in management/healthcare consulting 5+ years focused on digital health within Pharma R&D (Clinical Development/Operations/Biomarker strategy) Strong experience evaluating and delivering digital health solutions across trials Hands-on involvement contributing to or reviewing clinical protocols and operational plans Proven business case development and post-implementation value tracking Experience owning engagement or portfolio-level commercial performance (P&L, margin, forecasting) Bachelor’s degree (advanced degree preferred: MS/MPH/PhD/PharmD/MBA) Therapeutic area exposure across CVRM, Oncology, Respiratory/Immunology, Neuroscience Vendor landscape knowledge (eCOA, wearables/sensors, DHT endpoints) and RFP leadership Validation/qualification experience (clinical/analytical validation, usability, human factors) Product mindset (digital platforms supporting trials/patients) Global programme delivery across multi-country studies
