General Description The Housing Manager II can function in one of two capacities: He/she may have overall responsibility for the supervision and operation of one or more developments totaling between 151 and 500 units, in which case he/she reports to the Regional Manager. In this capacity the Manager II supervises and develops a staff of employees and is responsible for the achievement of established objectives through the establishment of a well-functioning staff team. The Housing Manager II is responsible for insuring compliance with all BHA and regulatory agency procedures and policies. The Manager II may be the second manager at developments with more than 500 units, in which case he/she reports to the Manager I. In this capacity the Manager II will take direction from the Manager I and shall perform those aspects of the work of the development he/she is assigned. In this capacity the Manager II shall be responsible for overall management of the development in the event of the Manager I’s absence.
Duties & Responsibilities
Establish development management objectives.
Develop and manage project operating and capital budgets.
Develop management plans in consultation with the Regional Property Manager.
Manage and supervise all development based personnel, including employment functions, performance standards, evaluations, disciplinary action up to and including suspensions, staff meetings, hiring, annual leave and sick time, and monitoring absences.
Coordinate procurement activities at the development level including petty cash fund administration.
Purchase materials, supplies and services up to authorized amounts and oversee purchasing programs designed to increase local vendor purchases.
Manage local stock inventories.
Establish public safety priorities and coordinate activities with Public Safety Staff and Boston Police Department.
Manage all lease enforcement activity, including initiation of eviction actions as needed.
Coordinate occupancy matters, including waiting list management, file eligibility determinations and intra-development transfers.
Develop and implement programs to achieve and maintain minimum rent collection standards, including rent collection and tenant accounting ledgers.
Oversee maintenance services planning and delivery including direction of Superintendent of Maintenance, complex repair and renovation programs, minimum maintenance performance standards, preventative maintenance program, landscaping maintenance and emergency response.
Develop and implement local energy conservation efforts, and administer accident reduction and safety programs with Risk Management Department.
Develop and administer programs to improve community relations within the development and surrounding community.
Manage all relations with local tenant organizations under BHA tenant participation policies.
Manage all aspects of good customer service.
Prepare accurate and timely reports on all management matters.
Perform other related duties as required.
Minimum Qualifications & Experience Bachelor’s degree in public administration, business or social science is required. Two years of progressively responsible experience in housing/real estate management, public, business or community agency administration including some supervisory experience, preferably in areas with low‑income population. The ability to exercise human relations skills to resolve issues arising within the scope of assigned responsibilities. Demonstrated experience of comparable responsibility and competence may be substituted for educational qualifications.
