Essential Job Functions
Direct program activities and/or business functions related to the implementation of the Rural Health Transformation (RHT) Program (30%).
Interface and communicate effectively with diverse groups, represent the agency at business meetings, hearings, legislative sessions, conferences, and panels (25%).
Provide professional oversight and guidance to other occupations or support staff, ensuring compliance with regulations and procedures (15%).
Approve schedules, priorities, and standards for achieving goals; direct evaluation activities (15%).
Review and approve budgets and major expenditures; ensure requirements of funding sources are met (10%).
Perform related work as assigned (5%).
Knowledge, Skills & Abilities
Knowledge of local, state, and federal laws and regulations relevant to program activities and business functions; understanding of public administration and management principles.
Knowledge of rural health care in Texas and financing challenges unique to rural hospitals and providers.
Skill in establishing plans, setting objectives, making decisions, assessing risk, using good judgment, resolving conflict, and working collaboratively to solve problems.
Ability to direct and organize program activities; develop and evaluate policies; prepare reports; communicate effectively; supervise work of others; give presentations and testify at hearings.
Initial Screening Criteria
Graduation from an accredited college or university (Master’s degree preferred).
Minimum of 5 years’ experience with rural hospital administration or operations.
Minimum of 5 years’ experience in management and direction of a program relevant to rural health.
Minimum of 5 years in a supervisory team managing staff members.
Minimum of 2 years’ experience communicating with legislative members and staff.
Other Information
The Provider Finance Department operates on a hybrid telework schedule; staff must work in‑office 2 days per week.
Position eligible for telework; subject to state and agency telework policies and supervisor discretion.
