Overview

Agency:

New York State Insurance Fund (NYSIF).

Position Title:

Systems Architect (Senior).

Location:

Albany, NY (Onsite).

Client:

State of New York.

Engagement Length:

30 Months.

Work Schedule:

Full-time, 40 hours per week.

Daily Hours:

8:00 AM to 4:30 PM.

Location:

15 Computer Drive West, Albany, NY 12205.

Telecommuting:

Allowed up to 50% (maximum 5 days every two weeks).

Position Summary The Systems Architect will continue the development of the NYSIF Enterprise Data Warehouse. The primary goal is to consolidate and retire multiple legacy Data Marts to eliminate duplication and establish a "single source of truth," thereby increasing efficiency and reducing maintenance costs.

Key Responsibilities

Data Warehouse Development: Provide recommendations, guidance, and implementation for new and existing Data Marts.

Predictive Modeling: Operationalize prediction models created by data scientists and focus on creating dashboards for claims/underwriting predictions.

ETL & Reporting: Plan, test, and implement code for source system extraction, ETL processes, and BI dashboards.

Data Governance: Implement an enterprise data catalog and full data lineage.

Documentation: Establish written best practices, procedures, and up-to-date documentation for all supported DW/DM and ETL systems.

Financial Integration: Assist in integrating financial transactions, cash flows, and accounting reporting into the Enterprise Data Warehouse.

Knowledge Transfer: Provide written knowledge transfer as required during the engagement.

Technical Environment

Software:

TIBCO Spotfire (Analyst, Web Player, Business Authors), IBI Data Migrator, Python, Jupyter Notebook, Oracle, Neo4j, Microsoft SQL Server, and Microsoft Windows/Linux.

Languages/Scripts:

R, Python, Iron Python, JavaScript, and Oracle PL/SQL.

Tools:

VS Code, Visual Studio, Git, Azure, TFS, PowerShell, and Visual Build Pro.

Mandatory & Requested Qualifications

Data Modeling: 72 months of experience in designing underwriting and claims DataMarts/Data Warehouses within the Insurance industry (specifically Workers’ Compensation and disability).

Predictive Systems: 72 months of experience maintaining predictive systems written in R or Python using TIBCO Spotfire/TERR.

ETL Pipeline: 72 months of experience with end-to-end ETL data pipelines using IBI Data Migrator (TIBCO Data Migrator).

Database Development: 72 months of experience in Oracle PL/SQL development, including triggers, stored procedures, and query optimization.

Industry Expertise: 72 months developing systems for workers' compensation and insurance accounting (WC, DBL, PFL, PBM).

Education: Bachelor’s Degree.
