TEA’s Performance Reporting Division seeks to ensure continuous improvement in the academic achievement of all Texas public school students by designing, developing, and implementing transparent, rigorous, and fair academic accountability systems and reports; and monitoring and validating data to ensure the integrity of these systems. The Director of Accountability Strategy and Analysis leads the development of data-driven proposals that modify and define measures and standards of the state accountability system as defined in Texas Education Code. The director guides a team to interpret statute and legislation, conducts advanced research, and visually explains proposed recommendations for improvements. The role requires collaboration with other agency divisions and regular interaction with senior stakeholders within the agency and the field. Responsibilities
Prepare Analyses on the Strategic Design of the State Accountability System:
Plan and oversee data analyses as part of the accountability refresh; provide direction on research and modeling based on legislation and stakeholder feedback; facilitate short-term and long-term strategy for the state’s A-F and federal accountability systems; project manage the roll-out of refreshed A-F systems every five years. Facilitate Understanding of Analyses of the State Accountability System:
With the Director of Communications and Stakeholder Engagement, lead the examination of data analyses; participate in feedback gathering; co-facilitate committee work to gain updates to the Texas A-F state accountability system. Direct Division Policy Releases and Support Performance Reporting Releases:
Direct development of the annual accountability manual; support communications resources for accountability policy and rulemaking; provide technical assistance during data releases including guides, data visualizations, and ad-hoc analyses in response to inquiries. Direct the Annual Review of Accountability Ratings:
Plan and oversee annual production of A-F and Federal ratings reviews; lead the team through the accountability appeals process; prepare presentations for preliminary and final rating releases. Team Management and Supervision:
Lead and manage a high-performing, engaged team; establish workstream plans, goals, and metrics; develop policies and guidelines; set priorities and measurement tools; coordinate and evaluate program activities. Team and Reporting
This position oversees a strategy and analysis team of 4 to 6 members who conduct data analysis and guide decision-making for state and federal accountability systems. Reports to the Principal Director of Performance Reporting Policy and Communications. Location and Work Arrangement
Flexible work location within the state of Texas may be considered for qualified candidates. Qualifications
Minimum Qualifications Education: Graduation from an accredited four-year college or university Experience: At least five (5) years of experience in public school accountability or education data research, or in large-scale program management; at least two (2) years of supervisory experience Other Qualifications Commitment to equity and belief that all Texas students can achieve at high levels Experience in project planning, goal setting, and time management while handling multiple projects Experience in statistical or data reporting and creating technical documentation Preferred knowledge of Texas public school education data and familiarity with federal accountability systems Ability to write clearly and concisely; evaluate policies; work with diverse stakeholders; manage multiple projects; and operate under tight deadlines Strong oral and written communication with state/federal agencies, school districts, and the public As an equal opportunity employer, TEA hires without regard to race, religion, color, national origin, sex, disability, age or veteran status, unless an applicant is entitled to military employment preference.
