Singapore Country Director and Foreign Military Sales Advisor,

to lead the Country Director Support – Singapore project. This project will provide advisory and assistance support (A&A S) for developing future Letters of Offer and Acceptance (LOA) and ensuring compliance with existing LOAs for the Republic of Singapore (RoS). This position supports the Office Deputy Under Secretary of the Air Force, International Affairs (SAF/IA), Regional Affairs Directorate, Indo-Pacific Division (SAF/IARP), Country Director for the Republic of Singapore (RoS).

This is a full-time position working forty (40) hour work week with eight (8) hour workdays, within the operating hours of 0600 and 1800, Monday through Friday, excluding Government observed holidays.

The position is based at the Pentagon (National Capital Region).

So, what will the Singapore Country Director and Foreign Military Sales Advisor at Terrestris do? This Singapore Country Director and Foreign Military Sales Advisor will be a key personnel position for the Country Director Support – Singapore project contract, providing advisory and assistance support (A&A S) for developing future Letters of Offer and Acceptance (LOA) and ensuring compliance with existing LOAs for the Republic of Singapore (RoS). This position is contingent upon contract award.

What does a typical day look like for a Singapore Country Director and Foreign Military Sales Advisor? Manage Foreign Military Sales cases supporting Singapore, ensuring LOA development, execution, compliance, reporting across stakeholders. Coordinate with SAF/IA, DSCA, OSD, USAF program offices, and Singapore counterparts to advance cooperation objectives. Develop political-military analysis, briefings, correspondence, and recommendations supporting senior Department of the Air Force leadership. Prepare and manage Congressional Notification packages, staffing actions, timelines, and coordination Foreign Military Sales cases. Analyze defense capability requirements, assess sustainment strategies, and advise acquisition planning for Republic of Singapore.

Required Travel Quarterly OCONUS travel is required to Singapore or the Subject Region.

What qualifications do you look for? You might be the professional we’re looking for if you have:

A current, active, SECRET Security Clearance is required. Authorization to permanently work in the United States without sponsorship. A bachelor’s degree with a desired emphasis in an International Affairs curriculum. A minimum of four (4) years of experience performing DAF Foreign Military Sales (FMS) case development, programming, and implementation which includes experience with DoD acquisition policies, laws, regulations, and guidance. Singapore or Asia-Pacific FMS experience highly desired, and A minimum of two years of Security Cooperation experience or experience with Defense Security Cooperation Agency (DSCA) or a similar Implementing Agency (IA). Experience as a DSCA Country Team Lead or Regional Lead highly desired. Thorough knowledge of and experience with each of the following:

DAF roles and missions.

Security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation, and players. DODI 1315.20, Military Department Foreign Area Officer Programs CJCSI 3126.01, Language and Regional Expertise Planning DAFPD 16-1, International Affairs AFI 16-109, International Affairs Specialist Program DAF Global Partnership Strategy U.S. Export Control laws, regulations, and procedures DSCA Security Assistance Management Manual (SAMM) International Traffic in Arms Regulations (ITAR) and U.S. Government National Disclosure Policy (NDP) Industry and their relationship to the FMS process Demonstrated successful performance in FMS case development, programming, and implementation, and Experience using the Security Cooperation Information Portal (SCIP)

Knowledge and thorough understanding International Traffic in Arms Regulations (ITAR) and US Government National Disclosure Policy (NDP) Fluency or Proficiency in Mandarin, and Singapore and/or regional culture familiarity.
