
Senior Business Analyst – Case Management Modernization (CMM) Program
The Case Management Modernization (CMM) Program supports the Administrative Office of the U.S. Courts (AO) in developing a modern, cloud-based solution for all federal courts (Appellate, District, and Bankruptcy). This platform will replace the existing CM/ECF system and deliver a scalable, secure, and resilient case management solution nationwide.
The Senior Business Analyst will be a key member of an Agile Scrum team, responsible for shaping requirements, managing backlog quality, and ensuring alignment between business needs and technical delivery for enterprise‑grade, cloud‑native applications.
Key Responsibilities
Agile Delivery & Backlog Management Participate in all Agile ceremonies, PI planning, and program planning sessions. Own backlog decomposition strategy and ensure consistent implementation. Maintain a healthy, prioritized backlog with at least 4 sprints of “ready” work. Define and enforce clear Definition of Ready (DoR) and Definition of Done (DoD). Ensure transparency through metrics, dashboards, and reporting. Stakeholder Engagement & Scope Control Work closely with customers, Product Owners, and Federal BAs to ensure alignment with expectations and strict scope management. Proactively resolve impediments and clarify requirements. Provide clarity on deliverables, dependencies, timelines, and milestones. Identify risks early and communicate mitigation strategies. Process Modeling & Documentation Develop and maintain process maps in Microsoft Visio with two‑level depth. Create detailed narratives describing workflows, data flows, and system interactions. Lead process mapping and analysis sessions with court staff and CMM backlog teams. Maintain process documentation in an accessible, hierarchical structure. Business Analysis & System Design Analyze opportunities for standardization versus court‑specific variations. Translate business needs into technical user stories with acceptance criteria. Validate completed work items against requirements and DoD standards. Support test teams in creating effective manual and automated test cases. Perform gap analysis, workflow analysis, AoA studies, wireframes, and storyboards. Continuous Improvement & Leadership Lead retrospectives and Communities of Practice (CoP) sessions. Identify opportunities to streamline processes and improve delivery efficiency. Mentor BAs and promote best practices across teams. Collaborate with architects, developers, testers, and stakeholders for end‑to‑end alignment. Required Experience
Experience supporting multiple Agile teams simultaneously. Strong background in:
Requirements decomposition and backlog management Technical user story creation Business process modelling and re‑engineering Cloud‑native application design Greenfield development projects
Experience integrating modern cloud systems with active legacy platforms. Experience with:
Microservices architecture Event‑driven systems Zero‑downtime resilient web applications Workflow and state‑managed systems Rule‑based and component‑driven UI design
Experience supporting React and NodeJS‑based stacks (preferred). Experience with COTS tools such as:
Camunda, Flowable Microsoft Bookings, SharePoint, or similar document tools (plus).
Strong collaboration with Solutions Architects and senior engineers. Hands‑on experience elaborating highly technical epics and stories. FedRAMP experience is a plus. Qualifications
5–7+ years of experience in:
Agile product support Business analysis and backlog management System and process modelling Technical documentation
Experience writing acceptance criteria and validating test results. Proven ability to size stories, refine scope, and remove blockers before sprint execution. Bachelor’s or Master’s degree in a related field. Communication & Professional Skills
Excellent written and verbal communication skills. Strong presentation skills for both technical and executive audiences. Consultant mindset with strong customer relationship management. Ability to apply industry tools, methods, and emerging technologies. Strong analytical and problem‑solving abilities. Proven ability to work independently and collaboratively. Work Requirements
