Overview

The City is seeking an experienced and strategic

Director of Procurement / Contract Manager

to lead all aspects of municipal purchasing, contract administration, and vendor management. This position oversees the procurement of goods and services for all City departments, ensuring compliance with state and federal laws, grant requirements, and local policies. The ideal candidate will be a results-driven professional capable of modernizing procurement operations while maintaining transparency, accountability, and fiscal responsibility, with strong knowledge of state procurement statutes, grant-funded purchasing rules, and competitive bidding regulations. The ideal candidate will possess demonstrated success in managing RFPs, negotiating contracts, and achieving cost savings in a public environment, and exceptional communication, analytical, and leadership skills. Certification as a Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), or similar credential is preferred. Key Responsibilities

Oversee the City’s centralized purchasing and contracting functions in accordance with applicable laws, regulations, and City policies. Manage all competitive bidding, RFP, and RFQ processes from development through award. Review, and negotiate contracts to ensure legal sufficiency and protection of City interests. Develop and implement procurement policies, procedures, and internal controls to promote fairness, efficiency, and cost-effectiveness. Collaborate with departments to forecast needs, plan procurements, and ensure timely delivery of goods and services. Monitor vendor performance and maintain positive supplier relationships. Identify cost-saving opportunities and promote strategic sourcing initiatives. Oversee purchasing system modernization and the adoption of electronic bidding tools. Provide training and guidance to departmental staff on procurement compliance and best practices. Coordinate with Finance and Legal departments to ensure proper encumbrance, funding, and documentation of contracts. Qualifications

Bachelor’s degree in Business Administration, Public Administration, Finance, or a related field ( Master’s preferred);

and Minimum of

five (5) years of progressive experience

in a director level managing government, public-sector or not-for-profit procurement, which shall have included contract management responsibilities. While this position will be treated on an Exempt basis, candidates will be required to take a Civil Service examination and be reachable on the resulting eligible list pursuant to NYS Civil Service Law. The starting salary will be $110,000 - $130,000 DOQE. The City also offers an excellent benefits package.
