POSITION Director of Human Resources, Talent Acquisition

POSITION DESCRIPTION The HR Director of Talent Acquisition manages and coordinates efforts to ensure that hiring, retention, and succession programs are managed using a data-driven focus that sets priorities aligned with strategic initiatives. Drives a culture of accountability for talent management and employee engagement throughout the organization. Is responsible for the direction of assigned operations within the college’s human resources functions. Develops, leads and executes the talent acquisition strategy for staff and faculty employees of Chattahoochee Technical College. Leads and owns all full-cycle talent acquisition activities, including talent identification, sourcing, attraction, new hire and onboarding processes completed; alignment, and retention to support desired college-wide business objectives on different and unique campuses. Position reports directly to the VP of HR.

MAJOR DUTIES Supervision

Manages / assists recruitment, screening, interviewing, selection and placement activities for exempt and non-exempt college positions as needed.

Supervises the quality of work, productivity and effectiveness of four FT employees.

Involved in recruitment, hiring and other human resource functions. Oversees the management of hiring plans. Works with team to develop and manage externally facing recruitment channels such as job fairs, conferences and other events channels to promote new and exciting opportunities.

Administers and oversees all aspects of the Applicant Tracking System (EZHR, GA@Work) ensuring appropriate and effective use throughout the organization.

Leads a team of Talent Acquisition Specialists to drive talent acquisition inclusion and diversity results in filling all vacant staff and faculty positions.

Hires, supervises and evaluates TA staff and maintains proficiency in use of all recruitment and hiring applications as they relate including but not limited to PeopleSoft HRMS, EZHR/Bluefin, Accurate, Team Georgia, E-Verify, GA@Work and Banner.

Collaboration/Relationships

Assists hiring managers with following the hiring process and provides information and support where needed.

Functions as key Talent Acquisition advisor to Senior Leadership, hiring managers and HR partners.

Effectively aligns talent acquisition efforts & solutions to achieve strategic initiatives and operating objectives that are integral to supporting people and culture in a technical education setting.

Identifies advertising and marketing concepts that help to promote college vacancies and that emphasize leadership and functional competencies needed within a technical college.

Analyzes turnover data, employment reports, workforce analytics, and related metrics and consults with leadership and hiring departments to refine action plans that strengthen hiring practices and selection criteria. Oversees the consistent implementation of HR programs and initiatives, ensuring adherence to established standards and identifying opportunities for improvement and alignment with institutional goals.

Compliance

Assures all interview committee members have completed safe hire training.

Assures that the employment application and interviewing process and job announcements are done fairly and according to the law and policy.

Assures all information is retained and published according to state and federal guidelines. Works with TA Specialists to craft and manage interview processes for each role, coordinating interviews, preparing interviewers and managing required assignments / exercises and all hiring paperwork.

Coordinates applicant appointment process for new hires; supervises the accuracy, compliance and completion of new hire paperwork in the Applicant Tracking system and ensures policies and procedures are followed throughout the process. Assists hiring managers with following the hiring process and provide support where needed.

Assures fairness and equity within the application and interview process.

Maintains files and records. Completes required reports. May maintain job website; Provides assistance to applicants using the website. Assures all background checks and new employee paperwork is completed in a timely manner.

Performs other related duties as assigned.

Succession Planning and Talent Management

Works with VPHR, and Sr. Leaders to identify top talent, creates development plans for hiring when needed and recruitment/retention programs/plans.

Develops all employee/management communications announcing employee hiring-related programs, policies, processes.

Oversees New Hire onboarding to properly introduce new employees to the organization.

Participates in and/or leads organizational change initiatives aimed at improving the operational efficiency of CTC.

Works to integrate career development into the broader talent management framework (e.g., succession planning, career development, mentor programs etc.).

MINIMUM QUALIFICATIONS

Baccalaureate degree in Human Resources or a closely related field from an accredited college or university and two (2) years of full-time work experience in human resources in major areas of responsibility.

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

PREFERRED QUALIFICATIONS

Experience in facilitating interviews.

Experience with the full cycle hiring process.

Experience supervising a team.

Salary and Benefits Salary: $71,050.72 annually. Benefits include paid holidays, annual leave, and the State of Georgia Flexible Benefits Program. All Chattahoochee Technical College employees must be paid by direct deposit, unless exempted by the State Accounting Office based on “hardship” evidence provided by the employee.
