As a Team Lead on the Acquisition Directorate (AD), the Lead Contract Specialist is responsible for efficiently executing cradle to grave management of a wide range of acquisition instruments for a broad range of products and services, grant award management and cooperative agreements; and support to Federal Advisory Commissions, Boards and Task Forces.
Serves as a senior advisor to AD Senior Leadership. Resolves program and contracting issues associated with acquisition of extremely complex products and services; analyzes various possible alternative courses of action. Develops optimal acquisition strategies to meet customer's needs and oversees proper execution of assigned programs from program initiation through contract close-out. Facilitates continuous improvement and innovation in the planning, development, and analysis of acquisition strategy and contracting execution. Provides leadership, guidance, and policy direction to AD and components staff on program execution for multi-million to multi-billion dollar systems, services, information technology, and initiatives of high visibility and criticality to the DoW mission.
Provides guidance and support to include an integrated approach across components in the areas of acquisition strategy, contracting processes, customer support, contract pricing, program analysis, product development, and readiness. Serves as a member on executive level DoD/industry working groups and in the AD's strategic acquisition planning process. The incumbent is recognized as a technical/functional authority on acquisition and contracting issues.
Serves as a warranted Contracting Officer with authority to exercise unlimited contracting officer authority. Responsible for executing pre- and post-award acquisition management functions using a variety of acquisition vehicles such as firm-fixed-price, cost type contracts, grants, cooperative agreements, and interagency agreements. Works with a high degree of independence to analyze acquisitions, develop strategies, perform cost and pricing analyses, negotiate and award contracts. Conducts complex negotiations and performs complex cost/price analysis supporting initial awards and modifications.
Serves as Team Leader, ensuring that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services; articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion; coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures.
