
Overview
Marion County requires on-site work. Remote work is not available. As a Rural Appraiser, you’ll have the opportunity to work both independently in the field and collaboratively in the office.
Responsibilities
Conduct on-site inspections of land and residential properties, documenting physical characteristics and property details. Perform computer-assisted research and analysis to ensure accurate, equitable property valuations across the county. Work closely with Marion County residents to gather information, explain valuation methods, and educate the public about Oregon’s property tax system and the mass appraisal process. Contribute to a team-oriented environment while maintaining the independence to manage your own fieldwork and assignments. Learn and apply appraisal principles, including the three approaches to value (cost, income, and sales comparison). Assist in the appraisal of rural properties by inspecting, measuring, researching sales, and gathering valuation data. Qualify as a registered appraiser in the State of Oregon and maintain continuing education as required under ORS 308.010. Understand and describe the effects of Measures 5 and 50 on property taxation. Learn and use the mass appraisal valuation model and ratio study process. Utilize the Computer-Assisted Mass Appraisal (CAMA) system, GIS mapping, MLS, Laserfiche, and Assessor Dashboard tools. Maintain accurate and complete records of property characteristics, classifications, and values. Prepare clear and concise appraisal documentation and reports; utilize references such as GIS/Mapping programs, MLS, online sales databases, and local jurisdictional websites. Use available technology to assist in the appraisal process, including mobile devices and software like Microsoft Excel & Word, ArcGIS, etc. Conduct field visits to inspect properties for appraisal, sales verification, new construction, or permits. Locate and measure properties accurately using standard field tools. Record and photograph property improvements and land features in a professional, consistent manner. Operate safely and professionally in all weather and terrain conditions. Represent the Assessor’s Office courteously and professionally when interacting with the public. Participate in training, meetings, and cross-team activities; demonstrate professionalism, teamwork, and responsiveness to feedback. Communicate effectively and respectfully with coworkers, supervisors, and property owners; uphold confidentiality and ethical conduct. May testify in Property Valuation Appeal Board hearings. Engage with other appraisers to facilitate understanding of processes, approaches, data sources, and best practices. Perform other duties as assigned by the supervisor.
Qualifications
MINIMUM QUALIFICATIONS FOR PROPERTY APPRAISER 1 Must be a qualified Registered Appraiser in the State of Oregon, pursuant to ORS 308.010. Provide a copy of the Registered Appraiser certificate with the job application. Be eligible to take the Registered Appraiser exam at time of hire and pass within 6 months of hire, based on one of the following criteria: an associate degree (or higher) in a related field; or two years of relevant experience or education; or completion of an Oregon Department of Revenue approved appraisal training program or county approved appraisal training program. Property Appraiser 2 requires at least two years of experience in real or personal property appraisal, in addition to the above requirements. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
Necessary Special Requirements
Must be a qualified registered appraiser in Oregon and provide the certificate with the application. Be eligible to take and pass the Registered Appraiser exam within six months of hire based on the criteria listed above. Must possess a current driver's license and maintain acceptable driving history; Marion County will review driving records for qualified applicants. Must possess and maintain proof of personal automobile liability insurance as required by Oregon law. Required to use a personal vehicle for business use. Must pass a criminal history background investigation; conviction may not necessarily disqualify. Must adhere to Oregon Department of Revenue continuing education requirements for registered appraisers; specific credits are mandated every two years. Final candidates may be required to participate in a practical examination to assess job skills. This assignment is represented by a union and is a full-time position eligible for overtime.
Knowledge, Skills, and Abilities
Considerable knowledge of property appraisal principles; ability to read and use recorded instruments and to gather and record accurate information for appraisals. Ability to produce clear reports; establish harmonious working relationships; communicate effectively; and demonstrate a commitment to self-improvement.
Physical Requirements
Operates a motor vehicle; requires good vision, depth perception, hearing, and ability to perform physical tasks such as standing, sitting, bending, climbing stairs, lifting up to 20 lbs. for short distances, and working in all weather conditions. May be exposed to chemicals and other materials; may involve exposure to blood/body fluids.
Public Service Loan Forgiveness
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Full-time employees may qualify for forgiveness after 120 qualifying monthly payments. Contact your loan servicer or the US Department of Education for details.
