LinTech Global Inc. is recruiting for a Director, Proposal Operations to support Headquarters LinTech Global, Inc. in McLean, Virginia.
The
Director, Proposal Operations
is responsible for leading and executing the end-to-end proposal lifecycle for federal and state government contracts, ensuring compliant, high-quality, and competitive submissions. This role oversees proposal execution, team leadership, process improvement, and cross-functional coordination, while partnering closely with Capture, Business Development, Pricing, and Executive Leadership to support growth objectives.
The Director serves as the operational lead for proposal development, driving consistency, compliance, and continuous improvement across multiple concurrent pursuits.
Proposal Operations & Execution
Lead the full proposal lifecycle from pre-RFP and capture support through final submission and post-award debriefs
Analyze RFPs, RFIs, and RFQs to identify requirements, compliance obligations, risks, and deliverables
Ensure proposals are compliant with solicitation instructions, evaluation criteria, and applicable FAR/DFARS requirements
Oversee proposal schedules, milestones, and deliverables across multiple active bids
Team Leadership & Mentorship
Lead and mentor Proposal Managers, providing bid guidance, performance feedback, and career development
Assign proposal resources based on capacity, complexity, and priority
Foster a collaborative, high-performing proposal team culture focused on quality and accountability
Capture & Strategy Integration
Partner with Capture Managers and Business Development to support opportunity assessment, win strategy development, and competitive positioning
Translate capture strategies, win themes, and customer insights into proposal execution plans
Support leadership reviews and decision forums with proposal status, risks, and recommendations
Quality Control & Reviews
Lead and facilitate formal proposal reviews (Pink, Red, Gold/Executive), including briefings, debriefings, and scorecard evaluations
Review proposal content for compliance, clarity, consistency, and alignment with win strategy
Ensure messaging, graphics, and themes resonate with government evaluators
Process Improvement & Governance
Maintain and enhance proposal policies, procedures, templates, and standards
Lead lessons learned sessions and implement process improvements and training initiatives
Support proposal maturity through documentation, standardization, and repeatable best practices
Tools, Metrics & Reporting
Utilize proposal tools and systems (e.g., SharePoint, Excel-based trackers, CRM platforms) to manage workflows and documentation
Track and report proposal metrics such as win rate, schedule adherence, and quality outcomes
Develop tools and aids to improve efficiency, coordination, and visibility across proposal teams
Required Qualifications
Bachelor's degree required
10+ years of experience in proposal management, capture support, or business development within government contracting
Demonstrated experience leading federal and state government proposals from kickoff through submission
Proven ability to manage proposal teams and coordinate cross-functional contributors
Strong working knowledge of FAR-based solicitations and government evaluation processes
Excellent written, verbal, and executive communication skills
Preferred Qualifications
APMP certification (Foundation or higher)
Experience supporting large, complex, multi-volume government proposals
Background in capture management or competitive analysis
Demonstrated success driving proposal process improvements and operational efficiency
Work Environment
Fast-paced, deadline-driven proposal environment
Concurrent management of multiple high-priority pursuits
Periodic extended hours during proposal submissions
