Summary The Senior Estimator - Underground Wet Utilities is a high-impact leadership role responsible for owning and advancing the full estimating function for complex civil infrastructure projects. This position provides strategic oversight of bid preparation, pricing strategy, and cost accuracy for large-scale underground wet utility work, including water, sanitary sewer, and storm sewer systems. Reporting directly to senior leadership, the role is critical to revenue generation, profitability, and the successful transition of estimating responsibilities from legacy leadership to a new operational steward.
Job Duties and Responsibilities Lead estimating efforts for all underground wet utility bids, assuming full accountability for accuracy, competitiveness, and profitability. Independently review, interpret, and analyze plans, specifications, and contract documents for complex civil infrastructure projects. Perform detailed quantity takeoffs, cost analyses, and labor production estimates for bids ranging from small projects to $50M+ pursuits. Develop and refine bid strategies in collaboration with executive leadership, incorporating historical data, market conditions, and risk considerations. Manage subcontractor and vendor outreach, pricing reviews, and scope alignment during the pre-bid process. Prepare and present complete bid packages, including assumptions, risk profiles, and pricing rationale, for executive review. Drive the transition and implementation of standardized estimating software platforms to support scalability and ERP integration. Build and maintain strong relationships with subcontractors, suppliers, and internal stakeholders to enhance bid competitiveness. Ensure compliance with public and private bidding requirements and contract standards, including EJCDC and AIA documents. Step into a high-accountability role with minimal onboarding while maintaining continuity, trust, and bid performance during leadership transition. Qualifications
Minimum of five years of estimating experience focused on underground wet utilities, including water, sanitary sewer, and storm sewer systems. Demonstrated ability to independently manage multiple complex estimates simultaneously with a high degree of accuracy and organization. Advanced proficiency in quantity takeoffs, cost modeling, and labor estimating using Microsoft Excel-based spreadsheets. Strong working knowledge of civil construction contract documents, including EJCDC and AIA formats. Understanding of both public and private infrastructure bidding processes. Civil Engineering degree preferred but not required. Professional Engineer (PE) license considered a strong asset. Experience with state DOT work, project management methodologies, or estimating platforms such as HCSS and B2W is advantageous. Exceptional communication skills with the confidence to lead bid reviews, influence strategy, and engage in direct, high-stakes discussions. Highly analytical, proactive, and detail-oriented, with the ability to take calculated risks and anticipate downstream impacts.
