TITLE: Assistant Director of Financial Systems REPORTS TO: Director of Financial Operations

APPROVAL DATE: August 28, 2014

JOB GOAL

To ensure the accurate accounting and supervision of district receipts and expenditures and other records in keeping with district policy and state guidelines.

SUPERVISORY RESPONSIBILITY

Directly supervises three employees in accounting. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Supervisor of Accounts Payable, Student Activity/Accounts Receivable and Purchasing Departments Provide for proper internal control and accounting procedures

Prepare external reports to federal, state and regional governmental entities

Supervises the annual audit functions to ensure a timely review of all documents and prepares the annual financial report

Oversees the accounting of various District funds such as student activities, athletics, food services, etc. Conduct annual training for school secretaries/bookkeepers on financial controls and accounting processes.

Conduct training for all new school secretaries/bookkeepers on financial controls and accounting processes.

Prepares and analyzes financial information for administrative level decision-making.

Assists in managing district budget and monitoring line items and reporting on significant variances. Oversees District cash flow analyzing revenues and expenditures and recommends investment alternatives.

Oversees the monthly reconciliation of all bank accounts.

Oversee the proper distribution of expense and revenue to budget as required by the Mississippi Department of Education

Maintain all district financial records to accurately report fiscal position to the Superintendent, and the Board of Trustees.

Monitors petty cash transactions under Student Activities/ Accounts Payable Clerk Supervises all postings to the general ledger and approves any general journal entries

Works with project directors on the initial set-up of projects, after their budgets have been approved Assures that adequate internal controls of accounting services have been met

Prepares the district's annual budget in coordination with the Director of Financial Operations

Works with the Director of Financial Operations in preparing year-end financial statements of revenue, expense, and balances for all funds

Works with the Director of Financial Operations in preparing the resolution for presentation to the local taxing authority of the request for tax dollars needed for district fiscal budget and monitoring of these collections from taxing authority

Maintain 16th Section Fund Accounts and prepare all local and state required reports

Maintain Debt Service Funds

Maintains functions related to MDE Electronic Data Transfer System for monthly drawdown and revenue receipt.

Oversees annual transmission of FETS (district financial records) to state MSIS System.

Serves as the district's Program Coordinator for the Education Enhancement Fund (EEF) Card System. Serves as back-up in the absence of the Director of Financial Operations

Performs other duties as assigned

QUALIFICATIONS

School accounting and reporting experience. Experience with Budget production and control

EDUCATION AND EXPERIENCE

Bachelor's degree (B. A.) from four-year college or university; three years in full charge accounting capacity.

LANGUAGE SKILLS

Ability to respond to inquiries or complaints. Ability to effectively present information to top management, public groups, and the school board. Read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations Write reports, business correspondence, and procedure manuals. Communicate and work with diverse groups of people

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand, walk, reach, bend and sometime lift up to 25 pounds. Mobility skills are necessary to access a variety of work locations.

OTHER SKILLS

Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Must keep accurate, up-to-date records. Apply knowledge of current research and theory in specific field. Establish and maintain effective working relationships with students, staff and the school community. Speak clearly and concisely both in oral and written communication. Perform duties with awareness of all district requirements and Board of Education policies.
