Job Title: Director of Career and Technical Education and Postsecondary Readiness Reports to: Deputy Superintendent Date Revised: November 20, 2025 Dept./School: Executive Office Wage/Hour Status: Exempt Pay Grade: Professional Grade 8, 221 days Primary Purpose: The Director of Career & Technical Education and Postsecondary Readiness provides leadership, direction, and support for districtwide CTE programs, postsecondary readiness initiatives, and College, Career, and Military Readiness (CCMR) outcomes. This position ensures alignment of all secondary and middle school programs to state accountability systems, workforce needs, and Lufkin ISD's North Star Goal of preparing every student for success in career, college, military, and life. The Director leads strategic planning and continuous improvement of CTE pathways, certifications, and dual credit opportunities; ensures compliance with state and federal (Perkins V) requirements; and collaborates with district, campus, and community partners to increase student participation, achievement, and CCMR Outcome Bonus performance. Qualifications: Education/Certification: Master's degree in Education, a Career and Technical Education Pathway, Educational Leadership, or a closely related field required. Valid Texas Mid-Management, Principal, or other appropriate administrator certification preferred. Texas teaching certificate with CTE or industry-based certification experience preferred. T-TESS Evaluator preferred Valid Texas teaching certificate Special Knowledge/Skills: Deep understanding of Career and Technical Education (CTE) program design, implementation, and evaluation, including state-approved Programs of Study and industry certification pathways. Strong knowledge of College, Career, and Military Readiness (CCMR) indicators, Outcome Bonus metrics, and accountability requirements under the Texas A-F system. Expertise in Perkins V compliance, budgeting, and Comprehensive Local Needs Assessment (CLNA) processes. Ability to interpret and use data dashboards, CCMR reports, and performance metrics to drive continuous improvement and resource allocation. Knowledge of dual credit, P-TECH, early college, and work-based learning models and their alignment to postsecondary readiness goals. Skill in building and sustaining partnerships with higher education, workforce, business, and military stakeholders. Strong leadership, coaching, and team-building skills to support and develop CTE teachers and campus leaders. Excellent communication and collaboration skills, with the ability to present complex data and plans clearly to diverse audiences. Demonstrated ability to align curriculum, instruction, and career pathways to labor market demands and future-ready competencies. Proficiency with student information systems, PEIMS reporting, and TEA accountability tools related to CTE and CCMR. Commitment to equity, access, and innovation in ensuring that all students graduate prepared for postsecondary success. Experience: 5 years or more CTE classroom/campus experience or equivalent Experience appraising teacher with the T-TESS appraisal system Minimum of five (5) years of successful experience in secondary education, with at least three (3) years in campus or district leadership roles involving CTE, CCMR, or postsecondary readiness. Demonstrated success in improving College, Career, and Military Readiness (CCMR) outcomes and increasing access to high-quality CTE programs. Experience managing Perkins V budgets and reporting, developing CTE pathways, and collaborating with higher education or workforce partners. Proven record of using data to drive instructional improvement, student engagement, and postsecondary success. Experience working collaboratively with administrators, counselors, and teachers to align academic and career pathways from middle to high school. Major Responsibilities and Duties: Leadership and Program Development Provide vision and leadership for all CTE programs and postsecondary readiness initiatives, ensuring equitable access and alignment with current and emerging industry and workforce trends. Coordinate the design, implementation, and evaluation of CTE programs and pathways across grades 6-12, ensuring vertical alignment and student transition from middle to high school. Lead campus teams in developing programs of study aligned to labor market demand, TEA-approved CTE pathways, and local workforce partnerships. Oversee the district's comprehensive CCMR strategy, including tracking, monitoring, and reporting of CCMR indicators and Outcome Bonus eligibility. Collaborate with instructional leadership to align CTE curriculum, assessments, and instructional resources with core academic content. Postsecondary Readiness and Partnerships Expand college and career readiness opportunities through partnerships with higher education institutions, business and industry, military recruiters, and community organizations. Coordinate dual credit, articulated credit, and industry certification programs in collaboration with Angelina College and other regional IHE partners. Support the development and implementation of early postsecondary opportunities such as P-TECH, dual credit academies, and work-based learning experiences. Monitor and improve student participation and performance in TSI, SAT, ACT, and industry credentialing assessments. Accountability, Compliance, and Continuous Improvement Manage all federal and state CTE reporting, compliance, and program evaluation requirements (e.g., PEIMS, Perkins V, Comprehensive Local Needs Assessment). Analyze student data and outcomes to guide resource allocation, program design, and continuous improvement. Lead efforts to improve district performance on CCMR indicators and Outcome Bonus targets through targeted intervention plans and staff development. Collaborate with principals, counselors, and teachers to ensure all students have Individual Graduation Plans (IGPs) and clear postsecondary pathways. Establish and facilitate a CTE Advisory Board that includes representatives from local business, industry, workforce, and higher education partners to provide input on program relevance, certification alignment, and emerging labor market trends. Budget and Resource Management Develop, manage, and monitor CTE and Perkins budgets to maximize funding efficiency and program quality. Oversee inventory, equipment, and facilities related to CTE programs, ensuring compliance with safety and accountability standards. Pursue and manage grants and partnerships that expand postsecondary readiness and workforce preparation opportunities. Professional Development and Support Provide ongoing coaching, support, and professional development for CTE teachers, counselors, and administrators. Lead the recruitment, selection, and retention of high-quality CTE teachers with appropriate certifications and industry expertise. Support leadership teams in integrating CCMR progress monitoring into campus improvement plans and performance agreements.
