The Associate Director of Federal Government Affairs will play a pivotal role in shaping and executing Otsuka's federal strategies and advocacy initiatives. This position is critical in promoting access to therapies, ensuring patient and provider choice, and protecting Otsuka's business interests across various policy areas, including Mental Health, Nephrology, Immunology, and Rare Diseases.
Job Description
In this position, you will leverage Otsuka's resources, including the Otsuka US Political Action Committee (OUSPAC), trade associations, and consulting expertise, to further our policy objectives. Your strategic efforts will help navigate and influence decisions made by the U.S. Congress and the Administration, ensuring that they align with our business and patient priorities. You will report directly to the Director of Federal Government Affairs.
Key Responsibilities
Monitor and analyze proposed and emerging federal legislation and regulations to assess their potential impact on Otsuka and the broader industry; collaborate on effective strategies to align with business priorities.
Assist the Director of Federal Government Affairs in formulating and executing federal strategies for optimal outcomes.
Drive the successful completion of Otsuka's federal legislative goals and corporate objectives, maintaining a clear focus on priority areas.
Engage with federal policy makers and influencers, including advocacy leaders and committee members, on issues that affect access to healthcare, aligned with Otsuka's strategic goals.
Enhance Otsuka's visibility within relevant communities, including advocacy groups and trade associations, and actively participate in professional development initiatives.
Ensure compliance with all relevant federal laws, regulations, and company policies in all activities.

Qualifications / Required
A minimum of 5 years of relevant legislative experience in healthcare, including direct work with the federal government or Congress, or a diverse background in the pharmaceutical industry with a minimum of 5 years in government affairs.
A Bachelor's degree is required; advanced degrees in law, health policy, or an MBA are preferred.
Proven ability to communicate, advocate, and negotiate effectively across a wide range of stakeholders.
A strong work ethic and the ability to manage a fast-paced, dynamic work environment while assessing and managing risk.
Comprehensive understanding of healthcare, pharmaceutical, and biotechnology industry issues is essential.
A track record of effective advocacy and strong communication skills is necessary.
Proficiency in building consensus, considering various perspectives, and collaborating within a team framework.
Strong organizational, strategic thinking, and people management skills are required.
An independent thinker who can present innovative ideas diplomatically.
Experience in engaging diverse coalitions and developing strategies across a network of internal and external partners.

Compensation
Minimum $164,530.00 Maximum $245,985.00, plus incentive opportunity. This range reflects a typical pay scale for candidates in the role within the United States. Factors such as job experience, skills, and internal benchmarks may influence actual pay positioning.
