Deputy Director, Operations & Engineering

The Deputy Director, Operations & Engineering supports the Executive Director in leading technical operations, custodial services, and Environmental Health & Safety (EHS) collaboration within Howard University's facilities ecosystem. This role ensures that building systems, utilities, and maintenance programs operate reliably and efficiently while advancing service quality, preventive maintenance, and compliance. The Deputy Director provides operational leadership, supervises managers, and drives integration of engineering standards, custodial performance, and EHS protocols. Supervises managers and supervisors responsible for technical operations, custodial services, and environmental health & safety collaboration. Oversees contractors and service vendors engaged in facilities operations and maintenance. Internal contacts include faculty, staff, students, and administrative offices to ensure high-quality facilities services. External contacts include contractors, vendors, and regulatory agencies, particularly those governing environmental health, safety, and building compliance. Principal Accountabilities: Directs technical operations, including utilities, HVAC, electrical, mechanical, and life-safety systems. Oversees custodial operations, ensuring service quality, cleanliness, and responsiveness. Collaborates with EHS teams to ensure safe working environments, regulatory compliance, and risk mitigation. Implements preventive and predictive maintenance programs to extend the life of University assets. Ensures compliance with OSHA, EPA, fire/life safety, and related regulations. Monitors contract performance for custodial and technical service vendors, ensuring adherence to SLAs and performance standards. Establishes performance benchmarks and KPIs to evaluate operations, timeliness, and service quality. Provides leadership in emergency response, disaster recovery, and continuity of operations for facilities systems. Guides staff development, technical training, and succession planning for operations teams. Performs other related duties as assigned. Minimum Requirements: Bachelor's degree in engineering, facilities management, or related field with 710 years of experience in operations and engineering management. Master's degree preferred. CEFP or equivalent technical credential strongly desired. Compliance Salary Range Disclosure: $145,000 - $150,000
