Under the guidance of seasoned Appraisers, appraises real and personal property to determine fair value and assess taxes in accordance with prescribed schedules and established policies, procedures, regulations, statutes, guidelines, and applicable industry standards.

Enumerates improved and unimproved real and personal property to determine fair value and assess taxes in accordance with prescribed schedules.

Creates accurate and timely reports supporting the statistical evaluation of property; conducts reappraisal process reviews and makes adjustments as needed.

Sketches property owners’ homes to provide for physical measurement; checks and verifies accuracy of measurements; calculates square footage of homes; interviews property owner to acquire interior improvement information.

Inspects property and considers factors such as current market value, location of property, buildings, or replacement costs of general property appraisal; enters and retrieves property data into and from computer; utilizes aerial imagery or conducts property searches on computer and manually through legal descriptions.

Computes amounts of taxes and writes report of determinations for public record.

Checks structures to ensure that measurements are correct.

Answers phone and provides property owners with information and answers appraisal related questions; drafts correspondence; maintains office files; and enters data into computer to create new accounts.

Reads and learns to interpret warranty deeds, real estate contracts, property boundary surveys, legal descriptions, plats, and building plans and designs for use in determining values.

Knowledge/Skills

Knowledge of real estate and marketing economic concepts or ability to understand such concepts; of computers and tables for calculating rates to value homes; of basic math and geometry; and of the state’s economy.

Ability to read and learn to interpret warranty deeds, real estate contracts, property boundary surveys, legal descriptions, building plans and building designs and to analyze architect design building plan sets.

Ability to communicate effectively, both verbally and in writing and to establish effective and tactful working relationships with associates and the public.

Skilled in utilizing a measuring tape, laser, and camera; and in measuring and calculating angles for square footage.

Skill in operating various word-processing, spreadsheets, database and other software programs in a Windows environment, with the ability to learn to use Proval, Ascend, AS400, APPX document manager, APPX workflow Manager, and in Google Chrome, Maps, and Earth.

High school diploma or equivalent.

As a condition of employment, must be able to successfully complete I.A.A.O. course 101 within two (2) attempts and within the one-year probationary period. Failure to do so may result in termination of employment.

Working Conditions:

Work is performed in both an office setting and outdoors in varied weather conditions with exposure to dust, fumes, airborne particles and/or allergens. Work may involve high risk or potentially dangerous situations, exposure to excessive noise, or working near hazardous moving equipment or machinery. Work may require the use of protective clothing, equipment, devices, materials. While performing the duties of this job, the employee regularly is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands or arms; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear. Clarity of vision at long distance and short distance required. The employee is occasionally required to lift up to 20 pounds. Work schedule may include overtime. May be required to travel. May be subject to exposure to CRTs, VDTs, and UV rays.

Conditions of Employment:

Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
