
Senior Communications Officer

Overview The World Bank Group is a leading source of funding and knowledge to support developing countries. The Adaptation Fund is a UNFCCC financing mechanism that finances concrete adaptation projects and programs. The Fund supports country-driven projects and programs, innovation, and global learning for effective adaptation. The Secretariat is recruiting a Senior Communications Officer who will be the team lead for the Adaptation Fund Secretariat’s communications team and lead the communications and advocacy function of the Secretariat.
Duties and Accountabilities
Communication Strategy and Execution:
develop, plan, and execute communication plans and strategies, engage stakeholders, lead research to identify key external audiences, oversee a calendar and pipeline of communications products, provide editorial guidance, build online platforms, maintain external web platforms, support reputational risk management, and stay up to date with trends.
Advocacy and Stakeholder Engagement:
develop and implement advocacy strategies, track and analyze key issues, engage with stakeholders, oversee selective engagement in global and regional public policy fora, identify and support partnership opportunities, formulate messaging, represent the Fund in fora, and make high‑impact presentations.
Team Lead:
prepare and execute annual work plans and budgets, supervise, coach, and support communication team members, guide team members to deliver on agreed timelines, and foster a supportive work culture marked by collaboration, respect, and trust.
Selection Criteria
Master’s degree or higher in communications, public relations, journalism, or other relevant field with at least eight years of relevant experience.
Recognized as a credible partner providing in-depth technical expertise and strategic value through communications.
Extensive experience working in multicultural environments, speaking and writing clearly and effectively, adapting language, tone, style, and message to diverse audiences.
Skill at communicating complex information in succinct and digestible ways and coaching others to develop this skill.
Extensive experience in planning, designing, implementing, and monitoring creative digital communications strategies and managing social media channels.
Adept at managing communications with government, public institutions, CSOs, parliamentarians, think tanks, international institutions, business groups, and other critical audiences.
Deep knowledge of communications and external relations strategy, tactics, tools, and products, and extensive experience using them to achieve strategic objectives.
Extensive experience overseeing production of complex communications products, including video production, graphic design, infographics, and presentations.
Demonstrated expertise building and maintaining relationships with media outlets and journalists, including media crisis management and reputational risk handling.
Understanding of stakeholder perspectives and extensive experience forging and managing relationships and partnerships.
Expert ability to think and respond quickly with tact, diplomacy, and to represent the Fund in the fullest manner.
Ability to take initiative, personal ownership, accountability, and meet deadlines under pressure.
Experience successfully leading and supervising direct reports, motivating efficient teams, and diplomatic handling of sensitive situations.
Capacity to multi‑task and work under pressure while achieving results with agreed objectives.
Excellent oral and written communications and editing skills; strong command of English; knowledge of French would be an advantage.
Willingness to travel internationally, including to visit projects in the field in developing countries, and to attend international meetings.
