The Role The Proposal Manager plays a key role in advancing our mission by leading and coordinating end-to-end proposal development efforts in support of new business opportunities. Working closely with the Vice President of Public Sector and the Business Development team, this role manages the overall proposal process, facilitates cross-functional collaboration, and ensures timelines, deliverables, and compliance requirements are met. The Proposal Manager partners with subject matter experts, leadership, and operations teams to develop clear, compelling, and compliant content, with particular support for past performance and technical approach sections.

What You’ll Do

Lead end-to-end proposal development efforts, guiding opportunities from kickoff through final submission

Build and manage detailed proposal schedules, compliance matrices, and response trackers to ensure all requirements and deadlines are met

Facilitate kickoff meetings, working sessions, and review cycles, driving alignment across business development, subject matter experts, leadership, and operations

Coordinate and track content contributions, ensuring clear ownership, accountability, and on-time delivery of all proposal sections

Draft and support development of key content, particularly past performance, technical approach, and management approach narratives

Ensure proposals are fully compliant with RFP instructions, evaluation criteria, and submission requirements

Edit and refine proposal content for clarity, consistency, persuasiveness, and a unified voice aligned to win themes

Manage document organization, version control, formatting, and final production of submission-ready proposals

Identify risks, gaps, or bottlenecks in the proposal process and proactively resolve or escalate issues

Contribute to continuous improvement of proposal processes, tools, and templates to increase efficiency and proposal quality

Required Qualifications

3+ years of experience managing proposals, RFP responses, or similar deliverable-driven work

Demonstrated experience writing and supporting federal and state government proposals, including compliance-driven responses

Strong project management skills with proven ability to manage deadlines and multiple contributors

Experience facilitating meetings and coordinating cross-functional teams

Strong writing and editing skills, with the ability to draft structured proposal content

High attention to detail and ability to maintain compliance with RFP requirements

Ability to thrive in fast-paced, deadline-driven environments with multiple concurrent priorities
