See Link To the ProSidian website at www.ProSidian.com Overview ProSidian seeks a Management Consultant | Management Consulting & Business Transformation [USCG11011] for Program Support on an Exempt W2: No Overtime Pay Basis Working On-Site (Client Site) in the Washington, DC area. This is a Contract Contingent engagement generally located across the Washington, DC area and across the United States – Mid-Atlantic region, supporting USCG CG-PSC modernization efforts requiring change management, analytics, and portfolio governance support. We seek candidates with relevant Defense and Security Sector experience (functional and technical area expertise also ideal) to support professional services engagements for Defense and Security Sector Clients such as USCG. This is a Contract Contingent or Contract W-2 (IRS-1099) Management Consulting & Business Transformation role; ProSidian reserves the right to convert to a Full-Time ProSidian employed W-2 Position. Job Overview Provide services and support as a Management Consultant in the Defense and Security Industry focusing on Risk Management Solutions for clients such as the U.S. Coast Guard (USCG) - Personnel Service Center (CG-PSC) and related business operations in Washington, DC and across the United States – Mid-Atlantic Region. Work on-site at client locations. Provide organizational transformation, strategic execution, and mission-support modernization within a Federal civilian/military environment as part of advisory + execution support, embedded with leadership, focused on outcomes such as adoption, alignment, performance improvement, and decision quality. Supporting Categories: Organizational Change Management (OCM) Strategic Planning & Performance Management Business Transformation & Process Improvement Governance, Facilitation, and Executive Communications Data, Analytics, and Decision-Support Enablement (non-IT systems modernization) Directs multiple complex projects and ensures quality/compliance across work products—consistent with senior/lead analyst or senior consultant level; provides initiative management, process improvement, and executive coaching; reviews work products for quality/compliance. Responsibilities and Duties - Management Consultant | Management Consulting & Business Transformation [USCG11011] Direct multiple complex projects/initiatives; ensure scope, schedule, and quality targets are met. Design and implement process-improvement initiatives (current-state analysis, future-state design, implementation plans). Establish and monitor performance measures; conduct root-cause analysis and recommend corrective actions. Facilitate governance support (charters, decision frameworks, meeting cadences, action tracking). Coach project leads and functional teams; build capability in standardized PM and analytical methods. Review work products for quality, compliance, and consistency with CG-PSC policies and controls. The role(s) are located in the United States – Mid-Atlantic Region, at or near Washington, DC. Qualifications Education / Experience Requirements / Qualifications Bachelor's in Engineering, Business, or related field AND PMP/DHS mid-level PM (or equivalent). 7 yrs; or 5 yrs with a Master's or higher. This position aligns with functional and technical requirements in the Defense and Security Sector and Management Consultant Candidates principally support Management Consulting & Business Transformation Functional Area / Swim Lane / Category Disciplines. Skills Required Primarily focused on Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services initiatives and aligned with Program Support activities Management Consulting & Business Transformation Functional Area Activities. Other Details Work to Program Management and Analytical Support Services for the United States Coast Guard Personnel Service Center (CG-PSC). Engagement hours typically 7:30 AM to 5:00 PM ET, Monday through Friday (excluding Federal holidays). Travel: Contractor travel beyond the minimum local area may be required. Tasks Task One - Change Management and Communications: Provide end-to-end change-management and communications support to PSC initiatives across the Mission Support portfolio by applying change-management strategies, defining scope, objectives, deliverables, and success criteria, and developing integrated master schedules. Include designing and delivering communications products and establishing processes for project identification, prioritization, and portfolio management, while providing full lifecycle project execution support and lessons-learned documentation. Task Two - Strategic Planning and Analysis: Deliver enterprise-level strategic planning and performance-management support, develop and sustain strategic plans, facilitate senior-leader discussions, design performance-measurement frameworks, and assess program effectiveness for continuous improvement. Task Three - Business Transformation and Initiative Management: Provide analytical and advisory support to evaluate organizational performance through business-case analyses, alternatives analyses, and disciplined initiative management; deliver end-to-end performance-management support with aligned metrics and data analysis. Task Four - Process and Performance Improvement: Support initiation, execution, management, and evaluation of process and performance-improvement programs and transfer skills for long-term sustainment. Task Five - Project Management, Strategic Planning, Analysis, and Governance Support: Provide integrated governance, project management, and analytical support; modernize PSC’s Microsoft Access–based tools; ensure data integrity, interoperability, and scalability; include data architecture, process analysis, testing, risk management, dashboards, and user support. Task Six - Facilitation, Coordination, and Documentation Support: Provide full-cycle facilitation and meeting-support services for PSC workshops; ensure documentation and action tracking are in accordance with PSC standards. Task Seven - Business and Project Management Support: Deliver integrated business and project management support to advance Coast Guard strategic priorities in non-inherently governmental areas.
