Description

PRIMARY FUNCTION/PURPOSE

The Director of Human Resources provides leadership to the Human Resource department; recommending policies, priorities, projects, employee programs and department budget. Specifically, the Director of Human Resources oversees the administration and maintenance of employee retention, selection, recruitment, legal compliance, employee benefits, employee relations, employment practices and procedures, employee communications, employee training and employee events.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Ensures that all activities carried out in the name of the agency are in accordance with agency policies, Human Resource Law and COA procedures. Serve as internal consultant to TCS Leadership Team, middle management and employees on personnel issues that affect performance and business relationships. Regularly evaluates the quality and varieties of Human Resource services provided by the department and identifies opportunities for improvement. Responsible for advising management to ensure company compliance with all federal, state and local laws related to employee benefits, compensation, employment and training. Remain current with changes in human resource and employment law and manage company relationships with local and state regulatory agencies. Serves as HIPAA Compliance Officer. Oversees the employee benefit programs including medical, dental, life, disability, supplemental medical, 401 (k) plan, Personal Leave processing and unemployment compensation. Oversees all Workers Compensation Claims; ensuring that all materials and forms are completed and submitted. Supervises Human Resources and Training staff and manages both department tasks. Ensures that all training meets TCS agency policies, TX state minimum standards, federal and/or grant regulations and COA accreditation requirements Responsible for the Training Department's quality and delivery of training sessions, including trainee satisfaction and fulfillment of departmental training needs Continues the growth of external customer training as a community service and funding stream for the agency Is the agency's assigned investigator for internal investigations regarding delivery of standards of care to children and staff compliance with agency standards. Represents the agency in EEOC and Unemployment hearings. Oversees all aspects of employee discipline and termination. Oversee the New Employee Orientation process ensuring that mission, vision and values are communicated to new hires in a welcoming and supportive environment. Responsible for wage and salary processing; to include annual review of salary ranges. Oversee personnel record keeping related to all employees to include new hires, discipline, annual evaluations, benefits, exit interviews and job descriptions. Attends and participates in all Children's Shelter Senior Staff meetings and committees. Provides monthly and quarterly reports as needed. Attends mandatory Children's Shelter trainings. Shall acquire 25 training hours annually. Maintain valid driver's license and personal vehicle insurance. Responsible for own personal safety, co-workers, and others that might enter your work area. Demonstrates strong commitment to meeting the needs of our customers (children, community members, co-workers, donors, managers and volunteers), in a friendly, outgoing and professional manner; Responds to customers in a timely and thorough manner; does what is necessary to ensure customer satisfaction; prioritizes customer's needs and follows up to evaluate customer's satisfaction; Carry out and adhere to The Children's Shelter policies and procedures of Trauma Informed Care; Coaches to create structured, focused interaction with learners and uses appropriate strategies, tools, and techniques to promote desirable and sustainable change for the benefit of the learner, making a positive impact on the organization. Ability to write clearly, accurately, and descriptively, using appropriate vocabulary, grammar, and language. Ability to supervise a staff of varying educational and experiential background. Ability to resolve disputes and observe confidentiality Ability to provide leadership and effectively coordinate the various components of the department. Skilled in organizing work in a responsible way in an environment with multiple challenges and priorities. Ability to use computer applications to complete assignments Bachelor's degree in Business Administration, Organizational Psychology or Communications and five or more years of experience in human resource management with SPHR Certification. Master's degree preferred. Evidence of emotional maturity and stability. Sensitivity to individual needs of youth, parents and families.

DECRIPTION OF WORKING ENVIORNMENT

Position is assigned to the Administration Building of The Children's Shelter, but some work assignments are completed outside of an office setting, including The Children's Shelter various locations. Scheduled for 40 hours per week, variations in work volume sometimes require extended working hours.
