The Adaptive and Strategic Programs Specialist supports the planning, coordination, and delivery of adaptive and inclusive recreation programs while assisting with department-wide strategic initiatives and special projects. This entry-level professional role works under the direction of the Adaptive & Strategic Programs Supervisor to enhance program quality, accessibility, operational efficiency, and customer experience across the Parks and Recreation Department The Adaptive and Strategic Programs Specialist shall be chosen solely on the basis of their education, training, and experience in the profession of Parks and Recreation.

Requirements:

Bachelor's degree in Parks and Recreation, Therapeutic Recreation, Public Administration, Sports Management, or a related field (or equivalent combination of education and experience). Strong organizational skills and attention to detail. Effective written and verbal communication skills. Ability to work collaboratively as part of a team. Comfort using technology and willingness to learn new software systems. Ability to work flexible hours, including evenings and weekends as required. Ability to follow direction, manage tasks, and meet deadlines. Strong interpersonal skills and customer-focused mindset. Ability to handle multiple priorities in a fast-paced environment. Willingness to learn policies, procedures, and best practices in public recreation. Must possess a valid Ohio driver's license and maintain insurability under the City's vehicle insurance policy. Understanding of inclusive and adaptive recreation principles. Experience or coursework related to adaptive, inclusive, or therapeutic recreation. Experience working with individuals with disabilities or diverse populations. Familiarity with data tracking, reporting, or basic program evaluation. Internship or part-time experience in a parks, recreation, or community services setting.

Essential Functions of the Position

The Adaptive and Strategic Programs Specialist has the following duties under the immediate supervision of the Adaptive and Strategic Programs Supervisor: Adaptive & Inclusive Programming Assists with the coordination and implementation of adaptive and inclusive recreation programs, events, and initiatives. Supports participant registration, communication, and program logistics. Assists with inclusive program expansion in areas such as aquatics, sports, social clubs, and special events. Helps coordinate volunteers, partners, and support staff involved in adaptive programming. Provides on-site program support as needed, including evenings and weekends. Assists with other inclusive or adaptive-focused events. Supports data collection related to participation, outcomes, and program impact. Strategic & Department-Wide Support Assists with software implementation, testing, training, and documentation. Conducts research and assists with drafting policies, procedures, and best practices. Supports pilot programs and special initiatives assigned by the Supervisor. Assists with data tracking, reporting, and basic analysis to support decision-making. Helps prepare reports, presentations, and internal documentation. Supports department-wide initiatives related to accessibility, inclusion, and continuous improvement. General & Administrative Support Maintains accurate records, files, and documentation. Communicates professionally with participants, families, staff, volunteers, and partners. Upholds departmental values, policies, and customer service standards. Promptly obeys and executes orders of the Administrative Assistant; performs other related duties as assigned. Working Conditions and Equipment Operated

Standard office environment with regular site visits to parks, facilities, and events. Standard business hours (M-F, 8am-5pm) with occasional evening or weekend hours as needed.

The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.) and aquatic environments; works in or around crowds; has contact with potentially violent or emotionally distraught persons; has exposure to fire, hot, cold, wet, humid, or windy weather conditions; requires standing, walking, lifting, and light physical activity; frequently lifts, carries, pushes or pulls objects approximately 20 lbs. Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered light work. Ability to interpret a variety of instructions in written, oral, or picture or schedule form; interpret extensive variety of technical material in books, journals, and manuals; deal with problems involving several variables within a familiar context; apply management principles to solve agency problems; determine material and equipment needs; complete routine forms; prepare routine correspondence; prepare accurate documentation; compile and prepare reports; respond to routine inquiries from public and/or officials; communicate effectively; recognize safety warnings; understand technical manuals and/or verbal instructions; understand a variety of written and/or verbal communications; *maintain records according to established procedures; develop and maintain effective working relationships; travel to and gain access to work site.
