Location Principal Price/Cost Proposal Analyst Level 3 – on site at one of the following locations:
Palmdale, California; Rancho Bernardo, California; or Melbourne, Florida
Position Summary This Level 3 Principal Price/Cost Proposal Analyst will evaluate supplier proposals under multiple contract types, including Firm Fixed Price (FFP), Cost Type, and Indefinite Delivery and Indefinite Quantity (IDIQ), and provide a fair and reasonable position in a Price/Cost Analysis Report (PCAR). The role will collaborate across multiple functions—Contracts, Pricing & Estimating, Engineering, Global Supply Chain, and Program Management—to prepare and submit first‑time quality, compliant, and on‑time PCARs to support customer commitments and NG’s financial goals. In addition to PCAR support, the role will provide quality and compliance reviews for NG proposals prior to customer submission, focusing on content (BOE and Cost Volume), spelling/grammar, and rate verifications/validations, and will internally audit Cost Estimating Factors (CEFs).
Specific Responsibilities
Evaluate proposals (internal and external) for compliance with FAR and Northrop Grumman requirements.
Prepare and perform a detailed analysis documented in a PCAR of supporting documentation to validate labor, material, and other cost elements such as travel, other direct costs (ODCs), rates, escalation, and profit/fee.
Conduct market research, analyze historical data, and develop cost estimating models and factors to evaluate price reasonableness and develop negotiation positions.
Compile information from periodicals, catalogs, and other sources to stay informed on regulations (e.g., FAR, DFARS, etc.), price trends, and manufacturing processes.
Confere with suppliers and analyze suppliers’ operations to determine factors that affect prices.
Participate in fact‑finding sessions via telecom or at supplier’s site to review basis of estimates (BOEs) and source documentation verifying proposal cost estimates.
May analyze and audit direct/indirect rates at supplier locations to provide rate recommendations.
Perform regression analysis to account for learning or quantity variance as required.
Request and obtain DCAA Assist Audits where applicable.
Interface with responsible engineers regarding the integration of technical evaluations into the cost analysis when appropriate.
Establish supplier proposed vs. negotiation objective positions by major element of cost to attain formal Supply Chain Management approval for supplier negotiations and prepare presentations summarizing the review.>
Provide negotiation support throughout the subcontract definitization process.
Maintain all records and supporting data used and provided in support of proposals.
Basic Qualifications
Bachelor’s degree in business, mathematics, finance, economics, or related discipline with 5 years of related experience; or Master’s degree within stated fields with 3 years of related experience; or 1 year with PhD in stated fields.
Active Secret Clearance with the ability to obtain a Top Secret clearance, with investigation in the last 5 years and the ability to obtain Special Program Access.
Must have current/prior Price/Cost Analysis experience inclusive of report writing.
Must have a working knowledge of the Government contracting environment (FAR and DFARS).
Ability to perform and apply cost accounting, pricing, and estimating concepts and principles.
Ability to meet deadlines in a challenging, multi‑tasking environment while managing multiple proposals with excellent analytical skills and attention to detail.
Preferred Qualifications
Familiarity with the concept and application of Cost Improvement Curves.
Knowledge of Direct and Indirect Rate Proposal and Audit Process.
Self‑starter; Ability to “self‑teach” certain things such as calculations/formulas to enable a more efficient process.
Working knowledge of Microsoft Suite of products.
Must have familiarity of aerospace production operation functions, tasks, and processes.
DCAA/DCMA Bill of Material and Rate audit experience.

Melbourne, FL: $81,400.00 – $122,000.00
Palmdale, CA: $94,200.00 – $141,200.00
Rancho Bernardo, CA: $94,200.00 – $141,200.00
