POLICE CHIEF Overview LOCATION: Bay Minette, Alabama

The City of Bay Minette, Alabama is accepting applications for Police Chief to plan, coordinate, implement, and administer the law enforcement functions of the City of Bay Minette. This is an appointed position. Salary will be dependent on qualifications.

Summary: This is highly responsible administrative work in managing, directing, and coordinating all police services for the Police Department and overseeing all functions and operations associated with the protection of life and property, responding to the needs of the general public, deterrence of criminal activity within the community, enforcement of all city, state, and applicable federal laws, statutes, codes, ordinances and regulations related to public safety and welfare, and performing investigations, special details, and specific assignments. An employee in this classification will report to the Mayor or other designated supervisor, and will direct and supervise of all areas of the department.

Essential Functions And Responsibilities The following duties are normal for this classification. The omission of specific duties does not exclude them from the classification if the work is similar, related or a logical assignment for this classification. Other duties may be required and assigned. Specific duties listed may not be required for all positions within this classification but are determined by the normal requirements for the position.

Plans, directs, and oversees all activities of the Police Department, to include evaluation of assigned staff, reviewing employee concerns and problems, reviewing concerns and issues from the public, directing work, counseling, and discipline.

Enforces all city, state, and applicable federal laws, statutes, codes, ordinances and regulations, both traffic and criminal, in order to protect life and property, to prevent crime, and to promote security.

Manages, oversees, and directs, either personally or through supervisors, all departmental functions and support staff activities, in order to ensure proper allocation of personnel and resources, and the efficiency and effectiveness of the department.

Oversees and evaluates police services; determines proficiency level and identifies areas requiring improvement; formulates and executes action plan to correct deficiencies.

Establishes goals and objectives for employees; develops and implements departmental policies, standard operating procedures, and training plan; monitors implementation of departmental rules and regulations; updates departmental guidelines according to federal, state and/or local legislation.

Interacts with agencies within the county; coordinates mutual police protection plans with surrounding municipalities; reviews and/or coordinates special programs, project development, and special orders and memoranda.

Responds to emergencies; advises and assists officers in complex criminal cases or other investigations, and enforcement duties; prepares for and attends court.

Establishes and maintains good working relationships with the public; meets with the news media, business owners, community/civic organizations, citizens, elected officials, officers, employees, and individuals and responds to questions, complaints, and requests for information. Makes presentations and public speeches.

Delegates investigations, patrols, special assignments, and shift tasks to personnel; works with staff responsible for scheduling and coordinating in-service training; ensures adequate manpower at all times.

Oversees the collection of intelligence, the use of effective tactics and strategies, and the rapid deployment of personnel and resources in the management of crime and traffic control.

Prepares press releases; prepares for and appears on television and radio talk shows; prepares depositions in lawsuits.

Reviews documents processed by officers, to include reports of physical force and vehicle pursuit events; discusses errors and recommends method for corrective/alternative action; provides technical assistance.

Attends and conducts departmental staff meetings; attends workshops and training sessions to remain knowledgeable of department and city operations, to promote improved job performance, and to stay abreast of changing policies, procedures, codes, and laws.

Analyzes and identifies patterns and developing trends of criminal activity by collecting and reviewing data; works with staff to develop strategies to manage same.

Participates in policing work within the City, which may include executing warrants; processing evidence and property; appearing in court to present evidence and testimony on cases being prosecuted.

Performs rescue functions at accidents, emergencies, and disasters, including directing traffic, administering emergency medical aid, and managing dangerous situations; interacts with EMT teams, administers roadside field sobriety tests; writes citations; identifies wanted persons/vehicles; impounds vehicles; assists stranded motorists; ensures roadways are clear of obstacles and hazards.

Informs the Mayor and other individuals, as needed, on the status of major cases and critical incidents/situations/issues; provides information to the news media.

Meets with and advises the Mayor, along with other key police administrators, to discuss and analyze crime trends and make recommendations to reduce crime.

Facilitates departmental goals and objectives, discusses problems or grievances, coordinates and targets efforts toward specific duties during meetings with subordinate supervisors and employees.

Prioritizes anticipated departmental needs for each fiscal year; prepares and submits annual budget information; administers the approved budget and monitors operational expenditures.
