Khulisa is seeking a specialist to support the evaluation team in assessing
the development of Togo’s ICT sector
for an upcoming Millennium Challenge Corporation (MCC) project evaluation. The Evaluation Specialist will support the evaluation of the Togo Threshold Project, focusing on improving business efficiency, productivity, investment, and economic growth by expanding access to high-quality ICT services. He/she will support the design, implementation, and coordination of the data collection with key stakeholders, including host-country government counterparts, utilities, and local organizations. This is a part-time consultancy in Togo, anticipated to take place from April 2026 through October 2027. Support the design and implementation of data collection tools. Coordinate closely with the government, relevant ministries, utilities, and local NGOs to support effective evaluation planning, access to data, and stakeholder engagement. Contribute to collecting and analyzing qualitative and quantitative data. Key Requirements Minimum of eight (8) years of experience supporting
mixed-method project evaluations in Togo . Proven experience coordinating with the government, ministries, utilities, and/or local NGOs in the design and implementation of evaluations. Previous experience working with MCC and/or USAID Master’s degree or higher in international development, energy, ICT, program evaluation, economics, sociology, or a related field. Strong oral and written communication skills in English Residency in Togo Preferred Qualifications Experience assessing the ICT development sector is strongly preferred. Experience applying Problem-Driven Iterative Adaptation (PDIA) or similar adaptive, learning-oriented methodologies. Strong background in qualitative research methods.
