This is a public notice flyer for a grade (GS) 11-13 Financial Management Analyst with NSMA. This opportunity supports the Finance Directorate, White House Military Office (WHMO), and is located in Washington, DC.
KEY RESPONSIBILITIES
Performs or advises on work in any of the phases or systems of budget administration, such as: 1.) formulation of budget and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; 2.) reviewing and evaluating budget requests, control, and reporting of obligations and expenditures; and 3.) development, determination, and interpretation of budgetary policies and practices. Applies knowledge of budget and program principles, policies, concepts, standards, terminology, and financial management and business operation systems. Possesses basic knowledge of acquisition life cycle process of an acquisition program. Program Analysis/Process Improvement
Analyzes and recommends costs and benefits of alternative methods of financial management of organization’s programs and administrative operations; Implements legal and regulatory controls over approved budgets; Provides advice on effective and efficient methods for the acquisition and use of funds to support programs and activities. A variety of other fiscal, accounting, or financial management duties and responsibilities may also be performed by incumbents of this position. KEY QUALIFICATIONS
You must obtain and maintain a Top Secret security clearance. You may also be subject to a random counterintelligence (CI) polygraph after hire. You must take and pass a pre-employment drug test, and be subject to random testing after hire. Since this is a Financial Management Level 2 Certified position (per NDAA 2012, Section 1599d), you must achieve the required certification within the prescribed timeline. You must be approved for Presidential Support Duty (PSD) in accordance with DoDD 5210.55 (PSD Category II, minimum). Prior to selection, you would be pre-screened for PSD suitability. You must also maintain PSD approval to remain eligible to hold the position.
