Position Description Direct and deliver xPL Offsite Manufacturing (OSM) pre-production services for planning and implementation of xPL offsite manufacturing, offsite construction, and prefabrication solutions provided to Business Units, Market Segment Groups and direct client projects. Provide expert guidance on appropriate OSM solutions, preproduction decisions and timeframes, insight into industry best practices, and recommend resources for implementing offsite solutions.

Essential Duties & Key Responsibilities

Lead and oversee pre-production activities and decisions for development and implementation of xPL Offsite Manufacturing (OSM) strategies deployed across Business Units, xPL Offsite, Market Segment Groups, and direct client projects.

Identify opportunities to collaborate with Turner-entities and resources to optimize project operations and increase OSM service offerings and capabilities.

Develop and build relationships with leadership in Turner Business Units, Market Segment Groups, and external direct clients.

Identify, develop, and manage xPL OSM Pre-Production team and resources to support project efforts and develop expertise to implement offsite solutions.

Collaborate and coordinate with project teams to assess constructability details, quantity takeoffs, and cost analysis, and incorporate construction sequencing and logistics for specific identified OSM solutions.

Partner with xPL Supply Chain team to develop and execute sourcing strategy.

Partner with xPL Operations team to develop staff plan and deployment strategies for each project engagement.

Review and evaluate project-specific designs, program intent, contractual obligations, and deliverables to support strategic implementation of OSM.

Oversee development of process and standard work for pre-production and procurement of OSM solutions and project specific applications.

Lead and oversee development of project OSM Scopes of Work (SOW) and responsibility matrices in collaboration with project teams, vendors, and SourceBlue, as applicable.

Oversee development of bidding strategies for competitive bids and proposals.

Coordinate with companywide and xPL procurement teams for bidding, scope review and award recommendation processes of manufacturing vendors.

Lead and oversee development and continual updates of OSM solutions database to determine cost, schedule, and labor trends to inform solutions and decisions.

Collaborate with xPL Manufacturing Management to ensure inclusion of Quality Assurance/Quality Control (QA/QC) programs related to specific OSM solutions.

Assist with business development pursuits, provide early technical feedback and data analysis on potential opportunities for OSM, including cost, schedule, and logistics.

Collaborate with Product Development team to provide product development opportunities derived from project OSM solutions

Lead weekly production progress of all projects in pre-production phase and identify problems based on KPIs and validation of process progress.

Support management of reimbursement for OSM staff and costs as related to G&A expenses.

Provide leadership to develop high performing teams, foster supportive environment of diversity and inclusion, and promote Active Caring philosophy with teams, subcontractors, and clients for all to demonstrate the highest standards of care of each other.

Demonstrate consistent lean leadership; evaluate processes for continuous improvement opportunities to increase responsiveness, consistency, and efficiency to business needs.

Manage direct reports and participate in hiring process, onboarding, and deliver timely performance feedback, contribute to performance appraisals during annual performance cycle, utilize talent management systems, and identify appropriate training to help with development needs.

Qualifications

Bachelor’s Degree from accredited degree program in Engineering, Architecture, Construction Management, or related field of study, and minimum of 12 years of related experience or equivalent combination of education, training, and experience

Thorough knowledge of construction cost, scheduling, estimating, purchasing and engineering principles and techniques and accounting principles

Ability to develop long-lasting client relationships, identify sales opportunities, and collaborate on solutions to secure and win work

Ability to read, understand, and interpret contract documents, drawings specifications, scopes of work and project schedule

Management experience required, ability to manage across regions, and coach and mentor others

Negotiation skills with ability to influence and engage others

Professional written and verbal communication with effective presentation delivery skills, able to anticipate needs of audience, and tailor communications appropriately

Pursue everything with energy, drive and sees initiatives through to completion

Strong decision making skills to identify constraints, progress issue resolution, and define ownership

Interpersonal and team building skills with ability to work across organizational levels, management, and stakeholders, and willing to help out in areas outside of direct responsibility

Process and critical thinking skills with sound judgement decision-making

Self-starter with project management skills and capable of managing concurrent complex projects and prioritizing tasks successfully to completion for self and others

Advanced knowledge of leading-edge technologies such as BIM (Building Information Modeling) and lean

Organizational management skills, capable of managing and developing remote teams

Proficient computer skills, Microsoft Office suite of applications, and collaboration tools

Knowledgeable of continuous improvement concepts, policies, and methodologies

Active participant in community and industry related activities
