
Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations across the State of New Jersey. The Division manages planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary Rutgers, The State University of New Jersey, seeks a Senior Manager – Digital for the Division of Institutional Planning & Operations (IP&O). Reporting to the Director of Communications and Marketing, the candidate will develop an IP&O digital vision by building digital communications experiences on desktop, mobile, TV monitors, and social media platforms. The role establishes comprehensive strategic program themes that serve as the foundation for newsletter communications and manages all presentation requests.
Responsibilities
Develop standards and guidelines for all multi‑media presentations involving social media platforms, drone piloting (requires license), video and camera footage.
Manage all digital communication strategies: lead, direct, write, edit, and produce all videography productions for internal and external IP&O partners, including UHR, Finance, ROTC, Legal, and outside companies.
Manage storage of all digital assets such as pictures and videos and lead collaborative efforts with communications teams across the university.
Provide photography and videography footage to University Communications & Marketing and other schools and units.
Provide IT support and all videography needs for all Strategic Services presentations and COO presentations.
Serve as newsletter editor for the division’s multimedia newsletter, Inside IP&O, and identify/write statewide IP&O focused stories.
Support the development of the division’s websites and collaborate with the User Experience Designer and Director of Creative to ensure consistent communications across platforms.
Lead the creation of meaningful video stories and respond to all video assistance requests.
Operate as Remote Pilot In Command for all Strategic Services‑led drone flights, drafting flight plans, analyzing METAR weather codes and TFRs, adhering to FAA policy, and ensuring safety.
Serve as divisional photographer and support back‑end and front‑end coding page development and graphic design projects.
Provide print and electronic media support, photography, and event support as part of the UHR communications team.
FLSA Exempt
Salary Details Grade 06: Minimum Salary $94,047 – Mid Range Salary $118,967 – Maximum Salary $143,887. The final offer may be determined by qualifications, experience, and funding availability.

Minimum Education and Experience
Bachelor’s degree in a related field or an equivalent combination of education and/or experience plus five years of related experience in project management, web design and architecture, and media/multimedia production.
Certifications/Licenses
Valid Driver’s License
A Drone License will be required for the successful candidate, but is not a requirement for hiring.
Required Knowledge, Skills, and Abilities
Excellent oral, written, and interpersonal communication skills. Some coding knowledge is preferred.
Proven experience managing large‑scale projects and implementation.
Demonstrated practical experience in digital engagement and online communication principles, with the ability to adapt strategy and content to diverse audiences.
Highly proficient video editing experience, working knowledge of InDesign, and proficiency in Drupal CMS is preferred.
Experience utilizing digital platforms to communicate information and ease access to a comprehensive academic health center is preferred.
Strong knowledge of all aspects of digital communications, including design concepts, various media, and applications.
Collaborative team player capable of handling multiple competing priorities and working under stress with senior administrators, faculty, students, staff, and external partners.
Attention to detail and ability to present complex systems in an understandable manner.
Strong strategic planning, project management, analytical, critical thinking, problem recognition, avoidance, and resolution skills.
Professional copywriting and editing experience, expertise with audio/video production, and solid knowledge of the current digital landscape.
Experience using the Adobe Suite, analytics programs (Google Analytics, Google Tag Manager, Google Data Studio, etc.).
Organized and detail‑oriented with strong planning and problem‑solving skills.
Extensive knowledge and experience with videography and video editing, as well as audio recording and editing.
Ability to prioritize and manage multiple projects simultaneously and work effectively under deadline pressure.
Preferred Qualifications
Experience at an institution of higher education.
Copywriting and editing experience.
Having an FAA Small Unmanned Aircraft license is a plus.
Familiarity with content management systems such as Drupal.
Strong command of the Adobe Creative Suite.

Clean driving record required.
