Overview
USACE Organization: Mississippi Valley Division (MVD) - St Paul District. Announcement Type: Direct-Hire Authority (DHA). Position Type: Permanent. Location: St Paul, MN. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. Duties and Responsibilities
Incumbent serves as the financial point of contact for the St Paul District, the Division Engineer, USACE. The responsibilities include performing customer service-related duties such as financial management specialist, support to staff accountants and administrative support to the Chief, Finance and Accounting Branch. Performs duties associated with the various automated civilian payroll systems to provide customer support for civilian employees. Provides civilian payroll policy and procedural interpretation, dissemination, implementation, and guidance on all payroll related matters. Coordinates with the Human Resources Directorate (HRD) supporting personnel to obtain and reconcile employee information and maintain data integrity in the automated payroll systems. Receives incoming pay directives, policies, and instructions from the Command and higher headquarters and implements changes. Advises timekeepers on internal matters involving regulatory requirements, statutory provisions, procedures, systems, or problems that may arise from changes. Develops and disseminates information and instructions to ensure uniform interpretation and application of finance regulations and procedures throughout the Command. Establishes procedures for revising, improving, or correcting the processing of civilian pay documents. Provides liaison service between civilian employees, agency timekeepers, managers and the Defense Finance and Accounting Service (DFAS). Serves as the central automated payroll systems point of contact to receive documents that affect accounts and resolve issues. Reviews, verifies and processes a variety of authorization documents affecting payroll accounts, that establish, add or change individual account information including, but not limited to the individual payroll accounting information, work schedules, addresses, taxes, benefits, direct deposit forms, allotments, savings bonds, Thrift Savings Plan, charity donations, advanced or donated leave, transferred leave, military leave, court leave, etc. Processes new hire documentation to establish new accounts. Coordinates missing data with HRD and management teams. Maintains payroll files on all civilian employees. Troubleshoots all pay, leave, deduction, entitlement, and benefit pay inquiries to resolution or passes it to the appropriate office or official with follow up to ensure positive conclusion. Qualification requirements must be met by the closing date of this announcement. Specialized Experience GS-09: One year of specialized experience which includes meeting all of the following: 1) Performing a variety of financial services functions relating to finance and accounting; 2) Researching and/or resolving accounting and operational data; and 3) Providing support to the Chief, Resource Management, Finance and Accounting, Budget, Manpower, Management and/or appropriate personnel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). Other Requirements
This is a comptroller Career Field position. Salary includes applicable locality pay or Local Market Supplement. May require occasional travel. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
