Description The County of Orange, California, is seeking a strategic, big-picture leader to serve as Executive Director for the Office of Independent Review (OIR) and lead critical oversight and accountability functions for five high-visibility County departments. Appointed by and reporting directly to the County Board of Supervisors, the Executive Director is a licensed attorney that provides objective review, analysis, and legal counsel on high-risk incidents, systemic issues, and potential liability across the Office of the District Attorney, Sheriff-Coroner Department, Probation Department, Office of the Public Defender, and Social Services Agency. The Executive Director oversees an operating budget of approximately $1.6 million and five direct staff in the review of specific incidents and larger audits of behavior and outcomes. This is a unique opportunity to shape the future direction of the OIR by revitalizing oversight practices, strengthening relationships with County leadership and partner departments, and shifting toward proactive, risk-based auditing that drives meaningful policy and operational improvements. The ideal candidate is a seasoned legal professional with experience in public safety oversight, strong political acumen, sound judgment, and the visionary leadership to reimagine the OIR’s role at the County.
