It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.**Description of Work**The Deputy Director, a key member of the Caswell Developmental Center Leadership Team, serves as the second-in-command of the Center’s overall operations and is designated Chief Executive for the facility during the Center Director’s absence. The Deputy Director assists the Center Director in the day-to-day tasks associated with the management of facility operations internal and external to the Program Services component while also representing the Center Director at statewide, regional, and local meetings/functions upon request. Responsibilities include, but are not limited to involvement in matters pertaining to general budget planning and management, the maintenance of the physical plant, the allocation and utilization of personnel, and the provision of on-site and outreach services to the Center’s customers. The Deputy Director, in the role of facility Program Director, is assigned lead responsibility for the planning and provision of comprehensive program services to the individuals with intellectual disabilities who reside at Caswell Developmental Center. Specifically, the Deputy Director provides management oversight of the Center’s Residential Services, Education/Work Services, Medical Services, Dietary Services and Psychology Services. While the implementation of services is done via the supervision of the Director of Residential Services, Director of Dietary Services, Medical Services Administrator, Psychology Services Director, School Administrator and Director of Special Events with the support of a Program Assistant V, the Deputy Director provides guidance and direction in all program areas. The Deputy Director serves as a resource to the Center Director and other members of the Leadership Team on policy and procedural issues related to the implementation of habilitation services, and concerning the standards which guide service provision, as well as in more global matters affecting Center-wide operations.**Knowledge Skills and Abilities/Management Preferences**\*\*This is a repost. Applicants who possess the following skills are preferred:** Demonstrated managerial experience with residential/institutional facility management, budgetary and financial planning, developmental disabilities programs and services, compliance and regulations, personnel policies and management principals* Extensive knowledge of population service needs and standards for service delivery; Ability to direct the establishment of facility goals and priorities and to determine appropriate allocation of resources* Skill in establishing and maintaining successful working relationships with consumers, families, advocates, stakeholders, community leaders, and other agencies serving people with developmental disabilities.* **Management Preference:** Demonstrated leadership in a high-level professional role within a state or comparable facility operating under Intermediate Care Facility (ICF) regulations, with proven experience in managing professional staff and programs and fostering effective working relationships.* **Management Preference:**Demonstrated ability to plan, organize, and execute the provision of individual services across the total habilitation services network and directly participated in the development and implementation of the interdisciplinary and person-centered planning processes through the development of training manuals, policies and procedures; Knowledge of rules and directives of the governing body, i.e. Department of Health and Human Services (DHHS) and Division of State Operated Healthcare Facilities (DSOHF), the standards/regulations of various regulatory agencies, i.e. Centers for Medicare & Medicaid Services (CMS) and Center policy and procedures to include Incident Command principles*Physical Requirements:*Ability to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects. Ability to stoop, kneel, crouch reach, stand, walk, push, pull, lift, finger, grasp, feel, talk and hear.
