Areas of Responsibility and Job Requirements

The Vice President will have oversight of all New York City / New Jersey assets owned and managed by C+C Apartment Management, a portfolio of over 7,500 units and 40 properties. They will aid and provide input on operational procedures and assist in implementing subject matter expertise to streamline the business strategies and initiatives. The VP will work alongside the SVP in setting goals, formulating and executing expense management and profitability initiatives. Reporting to the Senior Vice President of Property Management of C&C Apartment Management LLC, and an integral member of C&C’s executive team, the VP serves as the company’s lead subject matter expert and advisor to ownership, directly overseeing property operations. A successful VP will help lead performance expectations of property management operations and will use goal setting, action plans, and performance monitoring to improve service delivery and regulatory compliance. The VP will evaluate and improve tools for financial management, work methods, employee engagement and resident engagement. The VP will be an experienced leader in the fields of property management, facilities operations, or related industries. He/she/they will have demonstrated and extensive team management experience in challenging public and/or private sectors. The VP will be an effective communicator and a results-driven problem solver who leads diverse management and technical teams. The VP of Property Management must also have a strong background in affordable housing, commercial/retail, as well as demonstrated and extensive capital project management experience. Direct Reports: The VP of Property Management will develop, establish goals, and monitor portfolio performance of Regional Managers, General Managers and all site office personnel. Responsibilities include

(not limited to): Manage the operational aspects of the portfolios with an emphasis on financial performance and enhancing the residential service experience Partner with Regional/General Property Management teams to ensure all on-site operations are meeting or exceeding financial performance expectations Collaborate with other C+C VPs in departments such as PACT Preservation and Fund Management Implement and manage programs to maximize revenue, control expenses and improve resident experience and satisfaction Cultivate and maintain a strong working relationship with other departments (leasing, accounting, legal, asset management, development teams, non-profit agencies engaged in the portfolio such as LIHTC, PBV, Supportive-Housing) – manage expectations as a senior leadership figure Play an active role in pre-acquisition due diligence efforts with development, pre-construction and construction management teams (in-house and partners) including UW model review/analysis, pre-acquisition start-up analyses, and asset physical assessment Identify and manage capital projects, develop the scope of work, obtain and review contractor bids, and monitor/approve payment requisitions Set standards for apartment community maintenance and turnover and ensure established turn times and quality of turns Source, review and level all portfolio vendor contracts (costs, scope compliance) and enforce established approval thresholds Manage and ensure the physical condition of the property is maintained and contributes to the company’s annual business goals Review and create action plans for underperforming personnel (Union or Non-Union) Establish and enforce safety and inventory control procedures Ensure portfolio implementation and execution of appropriate risk mitigation procedures, including disaster and emergency response protocols Assist in the creation of annual operating and CAPEX budgets Closely monitor all property financials, especially on under-performing assets (watch-list assets) – collaborate with asset management to set performance standards, add-value and manage variances. This includes AR/AP management, cash flow analyses, and operating/replacement reserve targets Hire and develop managers within the portfolios; assist in management of portfolio maintenance personnel including onboarding, regular training, performance evaluations and goal setting, associate training/development and disciplinary actions; make decisions or recommendations regarding hiring and termination Ensure portfolio compliance with all federal, state and local laws (building, business/labor law and affordable housing regulatory compliance) Strategize, brainstorm and execute corporate level initiatives – including SOPs to maximize efficiency, accountability and performance of all associates and the overall performance of C&C Perform other duties and responsibilities as assigned by Senior Leadership Closely monitor/oversee all agency-specific inspections and annual compliance functions including REAC, HQS Violations, API, Physical MOR inspections Serve in a leadership capacity on behalf of C+C for local elected officials – build strong relationships with elected officials based on trust, integrity, character and performance Minimum Years of Experience Required: 10+ years of progressive experience across a variety of asset classes in the Property Management industry with at least 5 years in leadership roles at site, regional, and director levels at similar scale properties (with a college degree) or 12+ years of progressive experience in direct RM/VP roles at similar scale properties across asset classes with at least 5 years in leadership roles (without a college degree) Additional Knowledge, Skills and Abilities: Strong computer skills, including MS Office; familiarity with Yardi Voyager, SiteCompli, AvidXchange, Concur, HappyCo., DealPath, Procore and related portals (preferred) Strong understanding of affordable housing requirements (e.g., Mitchell-Lama, HPD, HDC, HCR, CGI) and leasing operations The VP will set clear, measurable expectations and create synergies, efficiencies, and high-level operational solutions Proven experience engaging with diverse portfolios (LIHTC, PBV, EV) Experience managing large residential assets (7,500-10,000 units) and portfolios (>5,000 units) with large teams (100+ associates) Strategic communicator with clear written and verbal communication Experience engaging with a wide range of stakeholders from residents to developers to advocacy groups Strong understanding of local housing court law Competencies / Essential Job Functions: Position is largely sedentary with occasional exertion up to 10 pounds; sit for long periods Close visual acuity for computer use, extensive reading, and inspection Ability to communicate verbally and receive detailed information; strong listening skills Frequent repetitive movements of hands and fingers Occasional climbing, balancing, standing for long periods, and walking between sites; occasional lifting up to 10 pounds The incumbent may occasionally be subject to environmental conditions and noise; safety and comfort adjustments may be required Other Duties: Please note that this job description is not designed to be comprehensive; management reserves the right to assign or reassign duties at any time with or without notice.
