Our I.T. Department at Eastern Territorial Headquarters has an opportunity for a Territorial Director of IT Program, Project and Portfolio Management. This is a supervisory role that ensures consistent service delivery and expectation management in all areas. The role provides leadership to the IT PMO/PPP (Project Management Office and Program, Project and Portfolio process respectively). The Territorial Director's role is to help drive the business strategy by integrating the customer's experience and input, working with other department leaders to help further the organization's vision. The role recommends the planning and coordinating of all activities related to the design, development, and implementation of organizational programs and projects of varying complexities. Additionally, responsible for maintaining appropriate risk management and supporting Cybersecurity initiatives. This individual will apply proven communication skills, problem-solving skills, and knowledge of best practices to guide the project management team on issues related to the design, development, and deployment of mission-critical information and software systems. The Territorial Director must be able to make frequent trade-offs between business targets and projects and/or operational performance.

This position requires approximately 35 hours of work per week and is eligible for a hybrid work arrangement (3 days onsite/ 2 days remote) after three months of employment.

Responsibilities

• Ensure that development projects meet business requirements and goals, fulfill end-user requirements, and identify and resolve systems issues. • Create customer and prospect KPIs, metrics, and budgeting related to customer activity. • Conveys customer feedback to IT leadership. • Socialize and adapt business needs and requirements throughout the organization relative to their area. • Conduct research to remain up-to-date and knowledgeable regarding industry/market trends in anticipation of competition. • Analyze and improve customer experiences and processes by mapping out customer roadmaps. • Lead customer-related strategy to achieve business goals. • Collaborate with the appropriate departments in IT to develop and maintain a custom plan that supports customer needs. • Develop and communicate business/customer alignment plans to the CIO/CISO, staff, partners, customers, and stakeholders.

• Connect with customers and prospects to help garner feedback, inform organizational changes, and maintain a strong business connection. • Act as primary liaison for any escalated customer issues. • Define project scope, goals, and deliverables that support business goals in collaboration with senior management and stakeholders. • Effectively communicate project expectations to team members and stakeholders in a timely and transparent fashion. • Lead the pre-testing phase of development by evaluating proposals to identify potential problem areas and make appropriate recommendations. • Plan and schedule project timelines and milestones using appropriate tools. • Track project milestones and deliverables. • Determine the frequency and content of status reports from the project team, analyze results, and troubleshooting problem areas. • Define project success criteria and disseminate them to involved parties throughout project life cycle. • Conduct project post-mortem and create a recommendations report in order to identify successful and unsuccessful project elements. • Develop best practices and tools for project execution and management. • Estimate the resources and participants needed to achieve project goals. • Draft and submit budget proposals, and recommend subsequent budget changes wherever necessary. • Where required, negotiate with other department managers to acquire the required personnel from within the company. • Determine and assess the need for additional staff and/or consultants and make the appropriate recruitment, if necessary, during the project cycle. • Manage and provide directions for the application development team to support business operations. • Assume responsibility for the program's people and vendors. • Manage program and project teams for optimal return on investment; coordinate and delegate cross-project initiatives. • Resolve projects' higher scope issues. • Prepare reports for program directors. • Monitor the outputs and outcomes of a program's component activities and ensure that the program adapts appropriately to them. • Coordinate the management of complex issues that may arise as programs seek to deliver benefits

• Provide operational leadership to the project management team. • Identify and resolve issues and conflicts within the project team. • Identify and manage project dependencies and critical paths. • Develop and deliver progress reports, proposals, requirements documentation, and presentations. • Cultivate, disseminate, and enforce functional policies, procedures, and quality assurance best practices. • Where necessary, prepare, establish, and monitor budgets. • (Other duties and assignments may be assigned at the sole discretion of TSAE)

Qualifications

• Bachelor's degree;

• 10 years or more of direct experience in project, program, portfolio, change, and service change management.

• PMP Certification is required. • PgMP Certification or 10+ years of managing complex programs and portfolios is required. • Proven experience in an advanced management role (preference given to those with program management experience). • Excellent ability to align with the organization's mission, ministry, goals and objectives. • Thorough understanding of project/program management techniques and methods. • Proven experience in overseeing the direction, development, and implementation of solutions. • Strong familiarity with Waterfall, Agile and hybrid project management. • Strong cybersecurity understanding and can introduce technology risk management aspects into project analysis. • Experience in Customer engagement and management. • Experience in building and developing Programs and Portfolios of projects with varying degrees of difficulty. • Can conform to shifting priorities, demands, and timelines through analytical and problem solving capabilities. • Reacts to project adjustments and alterations promptly and efficiently. • Flexible during times of change.

• Ability to read communication styles of team members and contractors who come from a broad spectrum of disciplines. • Persuasive, encouraging, and motivating. • Ability to elicit cooperation from various sources, including upper management, clients, and other departments. • Ability to defuse tension among the project team, should it arise. • Ability to bring projects to successful completion through political sensitivity. • Good project management skills and/or substantial exposure to project-based work structures, project lifecycle models, etc. • Strong interpersonal skills. • Adept at conducting research into project-related issues and products. • Must be able to learn, understand, and apply new technologies. • Customer service skills are an asset. • Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial. • SAFe certification is a plus. • Experience with various project management methodologies. • Scrum management familiarity is a plus. • Familiarity with ITIL is preferred. • Experience with aligning projects to Cybersecurity initiatives is a plus.
