
The Development Services Director is responsible for planning, directing, and managing the City's development-related services, including planning and zoning, building inspection, code enforcement, subdivision development, permitting, and coordination with engineering, public works and City consultants. This position ensures that growth and development in the City of Caddo Mills aligns with the City's vision, ordinances and comprehensive plan.
Responsibilities
Oversees the daily operation of the Development Services Department, including planning, zoning, building permits/inspections, code enforcement, and development review. Provides professional guidance to the City Manager, City Council, Planning & Zoning Commission, and other Boards and Commissions on development related matters. Reviews subdivision plats, zoning applications, site plans, and construction documents for compliance with City codes, ordinances, and development standards. Responsible for the administration and enforcement of the City\'s zoning ordinance, subdivision regulations, building codes and related municipal codes. Coordinates with City\'s consultants, City departments and developers regarding development projects. Provides coordination and oversight related to the development and implementation of developer agreements and special improvement districts related to new development. Prepares and presents staff reports, policy recommendations, and agenda items to City Council and boards/commissions. Develops and updates planning documents, including the Comprehensive Plan, zoning ordinance and subdivision regulations. Works with citizens, property owners, and developers to resolve development issues, code compliance concerns, and permit questions. Monitors and evaluates departmental performance, ensuring quality customer service and compliance with City, State and Federal regulations. Works with City Administration to propose and implement departmental budget. Supervises assigned staff, provides leadership, training, and performance management. Qualifications
Knowledge of municipal planning, zoning, land use, subdivision regulations, and building code administration; Ability to interpret and enforce ordinances, codes, and regulations fairly and consistently; Strong written and oral communication skills, including public presentation; Ability to manage multiple projects and deadlines in a fast-growing community; Proficient in Microsoft Office and planning/permitting software; Skill in fostering positive working relationships with staff, citizens, elected officials, and the development community; Education and Experience
Bachelor\'s or Master\'s degree in Urban Planning, Public Administration, Engineering, or a related field required; Five (5) years of progressively responsible experience in municipal planning and community development, including administration of building and development permits, zoning and subdivision regulations, with at least two (2) years in a supervisory or management role; AICP Certification preferred.
