Responsibilities
Serves as a Human Resources Specialist for the College of Social Sciences. Administers the full range of human resources functions and personnel administration. Exercise discretion in the management of HR affairs.
Reviews, audits, prepares all aspects of personnel management and administration including but not limited to, labor relations, training, staff development, classification, compensation, recruitment, selection, collective bargaining, and benefits.
Advises the Dean, Associate Dean, Chairs, Admin. Officers, faculty and staff on interpretation of collective bargaining contracts, Board of Regents Policies; University policies and procedures, and other rules and regulations related to personnel matters.
Conducts and serves as lead in investigations of complaints and grievances. Investigates formal/informal complaints/grievances relating to personnel matters. Guides other investigators on proper process.
Reviews documents relating to classification of positions and recruitment and selection of new employees. Ensures that request/selection conform to established policies, procedures.
Works with departments on recruitment of staff and faculty (advising search committees, reviewing position description, posting of position vacancy, etc.).
Monitors the performance evaluation processes for APT & Civil Service employees. Trains supervisors, provides guidance on expectations & evaluations. Advises supervisors on management & performance issues. Helps ensure timely completions of processes.
Develops, coordinates, and/or conducts regular training to college and departmental personnel. Identifies areas where training is needed and plans, develops, implements and conducts various training activities for professional and clerical personnel.
Formulates and/or recommends sound internal personnel procedures, practices, and action plans. Exercises discretion and sound technical analyses to a variety of human resources management or related issues.
Advises Dean, Associate Dean, Chairs and Administrative Officers on accommodation (ADA) requests.
Provides alternative courses of action that require the extensive understanding of complex and sensitive problems and issues related to the individual units within the department.
Reviews, audits and/or approves personnel transactions for accuracy, compliance & appropriateness in relation to federal, state, university policies & procedures and collective bargaining agreements. Recommends approval or disapproval of actions.
Manages and coordinates orientation to all new employees with regard to benefits and related matters.
Develops and analyzes ad hoc reports for management and statistical purposes using data from PeopleSoft, internal databases, spreadsheets, and other sources.
Manages and monitors employees' completion of required trainings on various subject areas.
Advises, recommends best course of action regarding immigration related matters to departments. Reviews requests to ensure that accurate and complete documentation is submitted to the Faculty and Scholar Immigration Services office.
Monitors leave accounting system, including auditing and correcting data and ensuring accuracy and timeliness of follow up information.
Manages employee benefits programs. Keeps current on regulations relative to various benefits, communicates changes, updates, & impact on benefits to necessary parties, supervises accurate & timely submittal/processing of required documents.
Assists with managing personnel records, ensuring compliance with existing policies and procedures, rules and regulations.
Keeps abreast of current information on university policies and procedures, statues, regulations, laws and collective bargaining provisions related to human resources management. Integrates best practices in the area of human resources management.
Maintains technical and professional knowledge by attending educational conferences, training, workshops or through other educational resources and shares knowledge learned with College.
Assists in managing claims or reports related to worker's compensation, temporary disability, and unemployment, and resolves problems that may arise.
Other duties as assigned.

Minimum Qualifications
Possession of a baccalaureate degree in human resources management, business administration, arts and sciences, education, or related field and 3 year(s) of progressively responsible professional experience with responsibilities for human resources management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Considerable working knowledge of principles, practices and techniques in the area of human resources management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources management.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
Demonstrated ability to operate a personal computer and apply word processing software.
Demonstrated ability to analyze, interpret and apply personnel and general administrative rules and regulations to a variety of work situations.
