Manager of Single-Family Housing Development - Real Estate Development

As a Single-Family Housing Development Manager, you will play a vital role in advancing SHE’s mission by helping bring high-quality, affordable homeownership opportunities to communities throughout the San Joaquin Valley. In this role, you will manage and support a diverse portfolio of planning, entitlement, and construction projects, including single-family subdivisions, infill new construction, land use and mapping projects, and the redevelopment of tax-default properties. Working closely with internal teams and external partners, you will help guide projects from early planning through construction while navigating complex predevelopment and regulatory challenges. Responsibilities: Lead the planning, entitlement, design, and construction phases of single-family housing projects. Oversee subdivision developments, infill construction, redevelopment of tax-default properties, and land use/mapping initiatives Coordinate critical path schedules and major deliverables to keep projects on track and within budget Serve as the primary point of contact with city and county planning, public works, and building departments Guide projects through plan check, entitlement, and approval processes Present projects at Planning Commission, City Council, and community meetings Coordinate with jurisdictions and regulatory agencies to ensure land use and zoning compliance Review civil, architectural, and landscape plans for consistency with entitlements, agency standards, and SHE guidelines Help resolve predevelopment and construction challenges that affect feasibility or timelines Manage easements, flood zone challenges, lotline adjustments, mapping, surveying, and accessibility (ADA) consideration Support development of broadband, Wi-Fi, dry utility, and renewable energy standards Contribute to housing specifications, product evaluations, and cost-effective, sustainable design solutions Prepare and review scopes of work, RFPs, and bid packages Lead bid processes, evaluate proposals, and make award recommendations Coordinate closely with architects, engineers, surveyors, contractors, and other consultants Work collaboratively with Development, New Homes, and Finance teams Oversee the work of the single-family development team, including task prioritization and staff assignments Maintain internal tracking tools, reports, and Board documentation Assist with lot pricing recommendations and other development budget tools Qualifications: Bachelor’s degree in construction management, Planning, Design, Engineering, Architecture, or a related field, or an equivalent combination of education and experience. Strong working knowledge of planning, architecture, engineering, and general construction principles. Strong working knowledge of the subdivision map act, entitlements, and permitting. Proficiency in Microsoft Word and Excel; experience with Adobe products and design or development software is a plus. Excellent written and verbal communications skills. Strong analytical, organizational, and problem-solving abilities. Ability to work effectively as both a leader and a collaborative member of a cross-functional team.
