JOB SUMMARY Under general administrative direction, the Deputy Finance Director performs highly responsible administrative and technical work in the management of the City's financial functions. Working closely with the Finance Director, the Deputy assists in directing and supervising Finance Department operations, including accounting, budgeting, payroll, purchasing, accounts payable and receivable, revenue collection, cash management, utility customer service and billing and utility support services. The Deputy Finance Director provides management, analytical, and professional support to the Finance Director; ensures the accuracy, integrity, and compliance of financial information; and delivers financial analysis and guidance to senior management in support of operational and policy decision-making. The position exercises considerable initiative and independent judgment, serves as second-in-command of the Finance Department, and assumes leadership authority in the absence of the Finance Director.
ESSENTIAL JOB FUNCTIONS The Deputy Finance Director performs highly responsible administrative, managerial, technical, and professional financial duties. Plans, assigns, supervises, and evaluates the work of professional, technical, and support staff; conducts performance evaluations; provides training and professional development; and implements corrective or disciplinary actions in accordance with City policies. Oversees financial operations to ensure accuracy, integrity, and compliance with professional accounting standards and applicable laws and regulations. Reviews and approves financial transactions, journal entries, reconciliations, and accounting records; ensures effective internal controls and risk management practices. Assists in the preparation, administration, and monitoring of the City's annual operating and capital budgets, including budget analysis, variance monitoring, and financial forecasting and ensures the City's budget book meets the criteria for the GFOA Budget Award. Oversees the regulatory process for budget adoption in compliance with Florida Statutes. Assists with preparation of monthly, quarterly, and annual financial reports, including coordination of the annual external audit, Single Audit, and preparation of the Annual Comprehensive Financial Report (ACFR). Manages or supports cash management, investments, banking relationships, debt administration, and compliance with bond covenants and disclosure requirements. Oversees revenue administration, rate and fee studies, cost allocation plans, and financial analyses related to pensions, grants, and intergovernmental revenues. Supervises the Customer Service Manager, the Field Service Manager and Procurement and Budget Manager. Assists in developing, implementing, and enforcing financial policies, procedures, and financial systems. Provides financial analysis, reports, and recommendations to executive leadership, elected officials, auditors, and other stakeholders. Represents the City in financial matters with external agencies, professional organizations, and consultants. Leads or supports special projects, staff training, professional development, and department-wide initiatives. Reports directly to the Director of Finance, exercises considerable independent judgment, and performs related duties as assigned, including working flexible hours during emergencies or disaster response. QUALIFICATIONS Education:
Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, or a closely related field. A Master's degree in a related field is preferred. Professional certification such as Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO), or Certified Public Finance Officer (CPFO) is preferred. Experience: Three (3) to six (6) years of progressively responsible professional experience in governmental or non-profit finance, accounting, budgeting, or fiscal management, including at least four (4) years of supervisory experience. Experience in governmental budget development, financial reporting, internal controls, and preparation of, or significant contribution to, an Annual Comprehensive Financial Report (ACFR) is desired. An equivalent combination of education and experience may be considered on a year-for-year basis. Special Qualifications: For positions requiring the operation of City vehicles, you must possess a valid current Florida driver's license or be able to acquire one within 45 days of hire.
